Who we are
Urgent Action Fund-Africa (UAF-Africa) is a consciously feminist and womn’s human rights
pan-African Fund registered in Kenya and Zimbabwe. Operating as a virtual organisation,
the Fund boasts of strategic presence in Africa’s five sub-regions- East Africa: Nairobi- Kenya,
Kampala-Uganda, and Addis Ababa-Ethiopia; North Africa: Cairo-Egypt; Central Africa:
Yaoundé and Douala Cameroon; Southern Africa: Harare- Zimbabwe, Lilongwe- Malawi;
Antananarivo- Madagascar, Johannesburg, Pretoria & Cape Town- South Africa, Gaborone-
Botswana and West Africa: Abuja -Nigeria and Parakou- Benin and Lomé- Togo. Recognising
the need to move resources rapidly on a continent where opportunities and threats arise and
decline quickly, UAF-Africa uses a Rapid Response Grant-making mechanism to support
unanticipated, time-sensitive, innovative, and unique initiatives that promote women’s
agency in democratic governance, economic, environmental and climate justice, natural
resources governance and conflict transformation while protecting their personhood,
integrity, and rights.
About the Mid-Term Review
We are seeking a consultant to conduct a mid-term review of a project implemented in Kenya.
The purpose of the review is to assess the project’s progress against its intended objectives,
identify what is working well and what is not, and evaluate financial management practices,
including anti-corruption measures. The review will also support learning and reflection,
assess how cross-cutting themes such as GBV, SRHR, sustaining defenders, and climate are
being addressed, and provide recommendations for improved implementation. This process
will contribute to UAF Africa’s learning and meet the reporting requirements of our donors.
Purpose of the mid-term review
The main purpose of the mid-term review is to assess the progress of the projects against the
set objectives, learn what is working well and what is not working, and assess the financial
management of the project, including anti-corruption measures. The review is intended to
contribute to learning for UAF Africa and point out areas for improvement of the projects.
Objectives
To assess the degree to which the project is on track to achieve its intended outcomes
1. To support reflection and learning at the midpoint of the projects
2. To assess how the project has been addressing cross-cutting themes of GBV, SRHR,
Sustaining Defenders, and climate.
3. To meet the contractual requirements as prescribed by the donor.
4. To provide information for reflection, recommendation, lessons learned and good
practices of the projects to revise or enhance implementation.
1. Scope of Work
The mid-term review will cover the period from September 2023 to March 2025. It will assess
the project’s performance across key areas, focusing on the following review questions:
a) Effectiveness (results)
• To what extent have the planned outputs been delivered within the identified key
result areas?
• How have these outputs contributed to achieving the intended outcomes of the
project?
• Have there been any unintended results, positive or negative, arising from the
project’s implementation?
b) Financial management
• Is the financial management of the project effective and transparent? This will include
an assessment of budget utilization, financial reporting, internal controls and the
effectiveness of anti-corruption measures.
c) Cross cutting issues
• To what extent has the project identified, addressed or had unintended negative effects
on the four cross cutting issues (gender, human rights, environment and anticorruption)?
The review will assess both risks and mitigation efforts related to these areas.
d) Other areas relevant to the results of the project
• What have been the most effective strategies used in the project?
• What challenges or obstacles were encountered, and what lessons can be drawn from
how they were addressed?
• Based on the current progress and findings, what changes or improvements are
recommended for the remaining project period or future initiative.
2. Approach and Methodology
The mid-term review will be informed by various sources, including written project
documents, reports, selected financial records, interviews and direct observations from site
visits. These visits will include engagements with selected beneficiaries, individuals and
organisations that have received support through the project. The review team will gather
information from a wide range of stakeholders, including, but not limited to project
management and staff of UAF–Africa. UAF Africa’s fuding partners will also be contacted.
3. Quality Standards
This review will be guided by the OECD/DAC Quality Standards for Development Evaluations
Evaluations. The consultant will support all findings and conclusions with verifiable evidence
and clearly reference the data sources. The review should also address the representativeness
of findings or be prepared upon request.
A draft report will be submitted to UAF Africa, with comments and feedback. These inputs
will then be considered in preparing the final report. The Consultant will be required to
adhere to high ethical standards, including confidentiality of informants, sensitivity regarding
information handling, respect towards program staff and beneficiaries, and conflict-sensitive
work.
4. Implementation
The consultant shall conduct interviews among the targeted beneficiaries, regarding the
results of the projects. The formal contract shall be between UAF Africa and the consultant. A
final report of maximum 7 pages, including executive summary but excluding annexes, will
be presented to UAF Africa.

Reporting
The selected consultant will report to UAF-Africa’s MEAL Team. Regular progress
check-ins will be required.
Duration of Assignment
Consultancy will be carried out from June – July 2025 over 15 non-consecutive days, covering
the inception report, data collection, and report writing.
Qualifications
Eligible Consultants must demonstrate:
• Proven experience in conducting mid-term or final evaluations of donor-funded
projects, preferably in the human rights, gender justice, or development sectors.
• Strong understanding of project cycle management, monitoring and evaluation (M&E)
frameworks, and results-based approaches.
• Demonstrated knowledge and application of the OECD-DAC evaluation criteria
(relevance, effectiveness, efficiency, impact, and sustainability).
• Expertise in assessing cross-cutting themes such as Gender-Based Violence (GBV),
Sexual and Reproductive Health and Rights (SRHR), sustaining defenders, and climate
justice.
• Knowledge of financial management assessment, including anti-corruption measures
and accountability practices.
• Familiarity with the Kenyan context, especially civil society and women’s rights
movements.
• Excellent analytical, writing, and facilitation skills to support participatory learning and
reflection processes.
• Demonstrated ability to produce high-quality, actionable reports with practical
recommendations.
• Experience working with feminist organisations or applying feminist and participatory
evaluation methodologies is an added advantage.
