Call for Applications: Terms of Reference (ToR) Consultancy for Gender-Based Violence (GBV) Capacity Strengthening through an Interactive Cross-Departmental Bootcamp
Founded in 1979, StARS is a refugee service provider in central Cairo that works to enhance the quality of life for refugees and vulnerable migrants through five broad program areas: education, psychosocial, legal, community outreach and unaccompanied youth and children support services. Saint Andrew’s Refugee Services provides legal, psychosocial, education, livelihoods, child protection, community outreach, and other support services to refugees and vulnerable migrants, including Gender-Based Violence survivors in Egypt. Given the complex protection risks experienced by refugees and asylum seekers, all service departments must have the knowledge, skills, and coordinated approaches required to safely identify, respond to, refer, and prevent Gender-Based Violence.
While Gender-Based Violence case management remains a specialized function, every department plays an important role in survivor-centered engagement, safe referrals, confidentiality, and prevention. To strengthen institutional capacity, StARS seeks to engage an experienced Gender-Based Violence Consultant to design and facilitate an interactive learning bootcamp that brings together staff from different departments to strengthen practical Gender-Based Violence competencies and interdepartmental collaboration.
The purpose of this Consultancy is to design and facilitate a highly interactive learning experience that moves beyond traditional classroom training to develop practical competencies required for effective Gender-Based Violence prevention and response. The Consultant will design an experiential curriculum culminating in a three-day retreat where participants learn through realistic practice, reflection, coaching, and collaborative problem-solving. Rather than focusing primarily on theoretical knowledge, the Consultancy should strengthen participants’ ability to confidently apply survivor-centered principles in complex, real-life situations.

The training material should be tailored to staff working in different service areas, including legal aid, psychosocial support, education, livelihoods, community outreach, reception, and protection services.

Each scenario should include facilitator guidance, participant instructions, learning objectives, expected competencies, and debrief questions.

The Consultant will facilitate the 3-day experiential retreat using coaching and facilitation techniques that encourage continuous participation, reflection, and peer learning.

The Consultant will report to the designated Gender-Based Violence Coordinator and the Director of Psychosocial Department at StARS and will work closely with relevant department leads throughout the Consultancy.
Expected Outcomes
Upon completion of the Consultancy, StARS will have:
Compensation: Compensation is available in the amount of up to $5,000. Compensation includes all travel and in-country expenses if the Consultant is not based in Cairo
Schedule: The Consultancy is expected to be completed over approximately 30 – 40 working days, including consultation, curriculum development, retreat facilitation, and final reporting. The retreat itself will be delivered over three consecutive days.
Timeline: The Consultancy is starting from 20 October 2026 to 15 January 2027. A detailed work plan will be shared by the Consultant outlining dates and plans
