Water Utilities Expert Full Time

For our on-going Projects in Angola and Mozambique we are looking for a Water Supply and a Commercial Experts.

The objective of the Technical Assistance is to support with a pool of experts the Water Utilities to consolidate the corporatization process, improve operational efficiency to meet the performance standards, comply with the regulatory requirements and prepare the utilities to enter into partnership with private operators and investors.

The services include:

• Technical assistance and capacity building to the Senior Management Team of the Water Utilities.
• Technical assistance and capacity building to help the Water Utilities to ensure that they have the expertise to implement and update those plans, policies, programs, etc.. Should also improve Non-Revenue Water (NRW), Billing and collection, Energy efficiency, Human resource management, Operations and maintenance, Asset planning & development, Tariffs and regulation, Information technology and Financial management and planning.

The Water Supply Expert, TL must meet the following minimum requirements:

• Water and sanitation engineer with University Degree with 10 years’ experience on planning, utility operations, infrastructure development and investment program of which 5 years in developing countries.
• Having proved experience in IWA Water Balance methodology to identify the NRW levels, develop cost effective physical and commercial loss reduction strategies, design District Meter Areas (DMA), calculate the economic level of leakage and deliver staff training.
• Having successfully implemented experience in at least 3 assignment similar nature and size.
• Fluency in Portuguese AND English

The Commercial Expert must have the following profile:

• Qualified expert with University Degree on business management, engineering or other relevant field with at least 10 years’ experience as a water utility commercial manager of which 6 years in developing countries.
• The candidate should demonstrate experience in effective billing and collection practices, customer databases, metered and unmetered service provision, tariff and billing policies and structures, delivery of bills, and facilities for customer payments.
• The candidate should demonstrate experience in at least 3 assignment similar nature and size.
• Fluency in Portuguese AND English.
