Capital Projects Manager – Burundi Full Time

Position Description:

There are multiple, major capital construction projects underway during this period of intensive growth at Village Health Works. These include staff housing, the initial academic building for the Kigutu International Academy, a kitchen for the hospital, and other buildings and infrastructure that will support the hospital. We seek a senior leader to oversee the planning and construction of these capital projects. The ideal candidate will have relevant capital project management experience, preferably in Africa. He/she should be an outstanding manager, capable of leading a diverse team, coordinating with senior VHW leadership and comfortable working in a challenging operating environment.

Key Responsibilities:

Construction Management:

• Serve as primary link across all members of the construction project (engineers, architects, construction team, etc.)
• Plan timeline for all construction operations; schedule intermediate phases to ensure all deadlines are met
• Facilitate the development, review and approval of all contract documentation
• Establish and co-ordinate the formal and informal communication structure and procedures for the construction process
• Review and report changes and variations that arise
• Supervise the work of laborers, mechanics etc. and give them guidance when needed
• Obtain permits and licenses from appropriate authorities

Procurement:

• Determine needed resources (manpower, equipment and materials) from start to finish with attention to budget limitations
• Prepare a procurement program for approval by the procurement committee
• Manage the tender process in accordance the procurement policy, for submission and approval by the procurement committee
• Oversee approval of contracts with external vendors to reach profitable agreements
• Oversee the acquisition of equipment and materials
• Monitor stocks in order to handle inadequacies

Reporting:

• Prepare external and internal reports relating to job status, daily progress, estimates, and deliverables
• Review projects on a daily basis to ensure quality construction standards exist and estimates remain within budget
• Ensure adherence to all health and safety standards and report issues
• Work under deadlines in a fast-paced environment

Requirements:

• Proven experience in construction management or similar role
• Proven knowledge of construction science, design processes, procedures, materials and costs
• Competent in project management
• Competent in conflict and crisis management
• Familiarity with quality and health and safety standards
• Good knowledge of MS Office
• Familiarity with construction/ project management software
• Outstanding communication and negotiation skills
• Excellent organizational and time-management skills
• A team player with leadership abilities
• BSc/BA in engineering, building science or relevant field
• PMP or equivalent certification will be an advantage
• Proficiency in English
