JOB CONTEXT:
The Unlocking Opportunities project, a three-year project, aims to advance inclusive economic empowerment for youth with disabilities, with a strong focus on young women. Through a twin-track approach personalized support and systemic inclusion, the program equips youth with skills, resources, and opportunities to engage meaningfully in the economy as entrepreneurs and employees. It further promotes innovation in areas such as assistive technology and digital accessibility, while working with both public and private sector actors to mainstream disability inclusion across key sectors including agriculture, digital economy, and the creative industry.
We are seeking a qualified and experienced Compliance Officer to join our Nairobi team. This role is critical in ensuring that preventive procedures are properly implemented, enabling HI to avoid exposing itself to risks linked to non-compliance with its internal rules, regulations applicable to the context in which it operates, or contractual commitments. The successful candidate will step into a dynamic environment, providing second-level control across all activities and sites, ensuring the promotion of and compliance with HI’s institutional policies, directives, procedures, applicable regulations, and contracts
YOUR MISSION:
Operational Implementation of Compliance
Support Risk Management: Contribute to the development and updating of the programme’s risk map/s.
Ensure Control of Compliance with Obligations: Verify compliance with HI internal rules and standards, national regulations and practices applicable to the intervention context, and contractual obligations, particularly towards institutional donors and partnerships/consortia.
Contribute to Internal Control Development and Facilitation:
Ensure that HI employees are familiar with the standards and tools required for proper management of activities and resources.
Accompany and advise HI employees in the implementation of internal control and compliance systems, best practices, and behaviours to adopt.
Regularly monitor programme documents to maintain and update a permanent file (procedures, organisation chart, etc.).
Pay Particular Attention to:
HI’s ethical and deontological guidelines, ensuring they are known and applied.
Compliance with contractual obligations of funding granted by institutional donors.
Compliance with contractual obligations of partnerships and consortia.
Provide Second Level of Control:
Verify the correct application of internal rules and compliance with legal/regulatory and contractual obligations by carrying out checks and tests on the entire thematic and geographical scope. Where necessary, assist in implementing necessary action plans.
Regularly verify compliance with the programme’s administrative obligations (registration, obtaining authorisations, etc.).
With regard to compliance with contractual obligations under funding agreements with institutional donors, regularly check that obligations in terms of communication, information, and rendering of accounts, including incident notifications to donors, are being honoured.
Participate in the Fight Against Fraud
Contribute to the fight against fraud (training, awareness-raising, controls, identification of conflicts of interest, etc.).
Receive reports and assist in or report them through the alert/reporting platform, while guaranteeing confidentiality and respect for individuals (reporter/suspected perpetrator).
On the basis of proven cases of fraud, help Senior Management Team and Programme Director put in place an action plan to prevent recurrence.
At the exceptional request of Programme Management, contribute to internal administrative investigations into fraud or abuse.
Alert your Manager, the Geographical Director, Programme Director, or HQ fraud contact in the event of a threat being received.
Contribute to and Relay the Development of the Compliance Function
Contribute in your geographical area and to the organisation’s global/worldwide development of the Profession (e.g. participate in meetings, contribute to the sharing of best practices and tools, etc.)
YOUR PROFILE :
Educational background and experience
University degree in finance, accounting, law, business administration, or a related discipline.
Minimum of 4 years of practical experience as a Compliance Officer, Auditor, or similar role, preferably within an NGO or international organisation.
Professional certification in compliance, risk management, or auditing is an added advantage.
