The successful candidate will oversee and manage the implementation of several interventions including housing rehabilitations, infrastructure rehabilitation projects, renewable energy projects for housing and infrastructure facilities, as well as distribution of core relief items and emergency assistance in the form of NFI’s (Nonfood items).

The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee. Our 15,000 staff work in crises across 40 countries, providing life-saving and long-term assistance to millions of people every year.
NRC began operations in Libya in 2017 and has continued to scale up its operational and programming presence supporting Libyan IDPs, returnees and host communities as well as vulnerable migrants, refugees and asylum seekers. Over the past year, NRC in Libya supported more than 70,000 people through education, shelter, water, sanitation, general hygiene programs, and protection in all regions of the country. NRC implements education/youth, ICLA, shelter and multi-purpose cash assistance activities across the country. NRC continues to scale up its advocacy and rapid needs assessment capacity to improve the protection environment for the most vulnerable communities in Libya and to support them in accessing durable solutions. NRC is the co-lead of the National Education and Shelter/ NFI Sector Working Groups and is an active member of the Libya INGO Forum. In support of the Libya response, NRC has 130 team members and offices in Tunis (Tunisia), Tripoli, Misrata, Ajdabiya and Benghazi (Libya). NRC is also expanding operations in Eastern Libya in response to the recent storm and floods.
