Overview of position
Under the overall supervision of the Chief Migration Health Officer Project and direct supervision of the National Migration and Public Health Officers, and in coordination with LGA Primary Health Care Departments and facility in-charges, the incumbent will provide clinical leadership for mobile clinic services and the overall health activities, service delivery, development and coordination of all integrated health interventions in Borno State. He/she will ensure delivery of quality primary health care services to IDPs, returnees, and host communities in hard-to-reach and conflict-affected areas. The role includes direct clinical care, emergency stabilization, referral coordination, and provision of structured supportive supervision and mentorship to supported PHC facilities to strengthen service quality, adherence to national guidelines, and reporting systems. He/she will undertake the below tasks as mentioned in the TOR
Role objectives
Provide clinical consultation, diagnosis, and treatment during mobile clinic operations.
Lead triage, stabilization, and referral of severe or complicated cases.
Manage communicable diseases, NCDs, maternal and child health conditions in line with national treatment protocols.
Oversee maternal, newborn, and child health services delivered by the team.
Provide technical supervision and mentorship to nurses, midwives, and data staff.
Conduct regular supportive supervision visits to supported PHC facilities, including case reviews, mentorship, and quality improvement guidance.
Monitor adherence to clinical guidelines, IPC standards, and rational drug use.
Support outbreak detection, reporting, and rapid response activities.
Strengthen referral pathways between mobile clinics and secondary facilities.
Ensure accurate clinical documentation and timely submission of reports.
Monitor medicine consumption and coordinate with logistics teams on stock management.
Participate in coordination meetings with LGA health authorities and partners.
Observing and staying up to date with the laws and statutory codes of medical practice
Document, summarize and share weekly and monthly reports to his/her supervisor
Participate in design and formulation of unit policies, SOPs and clinical pathways
Perform any other duties/task assigned by the Supervisor
Project reporting

Key competencies
Bachelor’s Degree in Medicine (MBBS, MBChB, MD) with a minimum of four (4) years post- internship continuous clinical experience, preferably in a multidisciplinary hospital setting. The last clinical posting should be within the last five years; and,
A valid license to practice Medicine in Nigeria
Masters in Public Health field is an added advantage
Excellent technical skills, including especially in clinical general practice.
Good knowledge of clinical care especially in the Primary or secondary Health Care settings in Nigeria.
Public Health knowledge and experience is an added advantage
Experience in humanitarian, emergency, or conflict-affected settings strongly preferred.
Experience providing clinical supervision and mentoring health workers.
Experience in mobile or outreach PHC services desirable.
Previous work experience with UN and/or international organizations and companies would be an advantage.
Training or working experience in the areas of first aid and emergency health, Tuberculosis management, immunizations, mental health, communicable diseases, laboratory testing or public health is an advantage
Computer literacy required: MS Office suite (Word, Excel, Access)
Good communication skills and proven ability in working in a team.
Counselling, health promotion, public health or migration health skills/experience is a plus.
Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines
Demonstrated ability to maintain detail, accuracy, and confidentiality.
Demonstrated ability and willingness to work under challenging areas/situations and drive for results.
Excellent and proven Verbal/Written Communication including drafting high-quality donor reports.
