Pact seeks a Finance and Administration Director (FAD) for the anticipated USAID-funded Strengthening Primary and Community Health Care Activity in Cote d’Ivoire. This Activity is expected to support an integrated package of health services and health promotion, including (but not limited to) MCH, FP, malaria, and global health security at the facility and community levels in selected districts. This position is contingent upon award; it is anticipated to be based in Abidjan with frequent travel to regional and/or district offices.
Reporting to the Chief of Party, the Finance and Administration Director is accountable for overall country office and project financial and administrative operations. This position has oversight of project finance and accounting functions; internal control systems and procedures; and forecasting and realigning project budgets as well as office administration, procurement, and IT support services. The FAD is responsible for training and mentoring staff on policies and procedures, donor regulations, new
systems, and financial best practices, as well as working closely with the country office staff and head office in DC personnel to ensure compliance with all donor regulations and effective and proactive management.

Pact recherche un Directeur Administratif et Financier (DAF) pour l’activité de renforcement des soins de santé primaires et communautaires en Côte d’Ivoire, financée par l’USAID. Cette activité devrait soutenir un ensemble intégré de services de santé et de promotion de la santé, y compris (mais sans s’y limiter) la santé maternelle et infantile, la planification familiale, le paludisme et la sécurité sanitaire mondiale au niveau des établissements et des communautés dans les districts sélectionnés. Ce poste est subordonné à l’attribution de la subvention ; il devrait être basé à Abidjan avec des déplacements fréquents vers les bureaux régionaux et/ou de district.
Sous la responsabilité du chef du projet, le directeur des finances et de l’administration (DAF) est responsable pour le bureau national et les opérations financières et administratives du projet. Le titulaire de ce poste supervise les opérations financières et administratives du projet. Les fonctions financières et comptables, les systèmes et procédures de contrôle interne, ainsi que les prévisions et la gestion des risques. Le réalignement des budgets des projets ainsi que des services d’administration de bureau, d’approvisionnement et de soutien informatique. Le DAF est responsable de la formation et de l’encadrement du personnel en ce qui concerne les politiques et les procédures, les réglementations des donateurs, les nouvelles technologies de l’information et de la communication (TIC) et les meilleures pratiques financières, ainsi que de travailler en étroite collaboration avec le personnel du bureau national et le bureau à Washington pour garantir le respect de toutes les réglementations des bailleurs de fonds et l’efficacité de la gestion.
