Job Summary
The Anticipatory Action project aims to enhance the capacity of the county water management committee and rapid response teams (especially women led ) by providing them with the necessary knowledge to effectively plan, prepare, and respond to emerging crises. Additionally, the project will address the Water, Sanitation, and Hygiene (WASH) needs of drought-affected communities by ensuring access to adequate sanitation facilities. This will be achieved through the rehabilitation of boreholes, ensuring that community livestock have access to clean and portable water, especially during the dry season.
The incumbent of this position shall take charge of technical aspects of WASH activities on behalf of the Anticipatory Action project. His/her main roles and in consultation with the Project manager and the county government technical teams shall include; designing, planning, implementing (technical oversights), monitoring and reporting on Anticipatory Action project’s water infrastructure activities.
The WASH Engineer’s overall responsibility shall broadly focus technical oversight and coordination to include.
R 1: Project Development and implementation-70%
1.1 In consultation with the County Government, undertake technical and feasibility assessment of the community priorities for water infrastructure development for people and livestock.
1.2 Develop project and implementation plans for WASH activities against planned completion time and ensure that technical activities are completed on time.
1.3 Supervise the Development and rehabilitation of climate friendly and gender sensitive water supply Infrastructure
1.4 Providing technical inputs in capacity strengthening of community-based water management structures including water committees on O&M of completed water systems.
1.5 Spearhead field needs assessment including Baseline surveys in WASH and Livestock water supply activities and determining most technically appropriate water supply and sanitation options.
1.6 Lead preliminary hydro-geological and Topo-surveys for water infrastructure in close liaison with County Government’s Water department.
1.7 Ensure successful completion of construction works with submission of completion certificates to the Contractors.
1.8 Think creatively and introduce innovative approaches to WASH program implementation, including the use of new technology, methods, and approaches to improve the quality of the activities.
R2 Coordination and Representation-10%
2.1 Represent the Anticipatory Action project, County Disaster Risk Reduction forums consisting of relevant county departments directorates
2.2 Strengthen teamwork with project team, County Government, other partners and communities.
2.3 Co-ordinate/liaise with County Government departments on technical issues relating to water, sanitation and hygiene (WASH) livestock water supply and environmental management activities.
R 3: Monitoring, Learning and Reporting-5%
3.1 In consultation with MEAL Officer, develop a database of all the WASH/Livestock activities undertaken under Anticipatory Action project scope.
3,2 Ensure that feedback from community members and relevant stakeholders is used to improve activities continually and that activities meet the needs of the targeted communities or individuals.
3.3 Support the preparation and submission of project progress reports.
R4: Administration -5%
4.1 Maintain office and capital equipment inventory in your area of work.
4.2 Maintain assigned property in good order
4.3 Supervise and monitor the use of project field equipment and materials.
4.4 Administer project advances in accordance with CARE procedures.
R5 Other Responsibilities-5%
5.1 Perform any other duties in line with this JD as may be deemed relevant and necessary by the Project Manager.

Qualifications:
• Bachelor of Science in Civil and Structural Engineering, Water Engineering, environmental engineering.
• 3 years progressive relevant working experience in rural community water projects.
• Experience in design and supervision of piped water schemes, Infiltration Galleries, Shallow Wells, Earth Pans, Sand dams and boreholes
• Experience working in multi-cultural (particularly pastoralists in Northern Kenya), multi-disciplinary staff will be an advantage.
• Willing to work and live in difficult and demanding locations
• Proficiency in AutoCAD, Civil 3D and/or other water design software e.g., EPANET, HECRAS.
• Excellent written and oral communication skills.
• Sound analytical skills.
• Ability to work in challenging environment and deliver on tight timelines.
• Excellent interpersonal, networking, negotiation, and facilitation skills.
• Sound organizational and presentation skills.
• Ability to take initiative and work independently.
