1.Background
Terre des Hommes Netherlands (TdH NL) is an international non-governmental organisation committed to stopping child exploitation. Our mission is to protect children by preventing and stopping child exploitation, and by empowering children to make their voices count. Our vision is that children can flourish in a world free of all forms of exploitation.
Our vision and mission are inspired and guided by international human rights instruments and standards, in particular the United Nations Convention on the Rights of the Child, the Council of Europe’s Lanzarote Convention, the International Labour Organisation Conventions and aligned with achievement of the SDGs, in particular Goals 5, 8 and 16.
In 2022, Terre des Hommes Netherlands launched its 2023-2030 Listen up! Strategy with the aim of creating systemic change that addresses the root causes of child exploitation. We will achieve this by empowering children and their communities, connecting them with those who have power to enact change, engaging in lobby & advocacy campaigns, working with partners to build resilience of children, families and communities and utilising our knowledge and expertise to co-create sustainable, evidence-based solutions.
On the African continent, TdH NL works in Kenya, Uganda, Tanzania, Ethiopia and Madagascar. In these countries, TdH NL develops and implements programs in close collaboration with local partner organisations. In Kenya, TdH NL programmes are implemented in Central, Rift Valley, Coastal, Western and Northern regions of Kenya where we work with communities, government, private sector, civil society organisations and children themselves, at the centre, to address systemic and structural drivers that expose children to exploitation.
2. The Time to play Project
The Time to Play project is implemented by Action for children in Conflict (AfCiC) in partnership with Terre des Hommes Netherlands (TdH NL) in Thika, Kiambu County and it envisages a goal where Children in all their diversity (regardless of age, gender, ability and ethnicity) access safe play spaces and are protected from exploitation.
The project targets 919 children inclusive of those with disability aged between 6-17 years, by enhancing their social skills and the values of play, participating in safe play and leisure reading activities and engagement in child right clubs (CRCs). It also seeks to strengthen community-based protection mechanisms through engagement of caregivers and teachers with the support of the office of the Department of Children Services and CSOs in child protection space. The project is investing her efforts in lobbying and advocacy, through child-centered advocacy, to engage the County government and the local business community to provide safe play infrastructure and materials, in promoting safe play in the community. Finally, the project will work closely with CSOs in the broader child protection programming in Thika Municipality to form a network and develop a joint lobby action plan to include the right to play and the linkage to the protection of children from exploitation in policies.
3. Consultancy Purpose and Use
The consultancy is anchored in objective 3 – Duty bearers (County Government and business community) and civil society organisations are more strongly engaged in promoting safe play as a means to identify and address safety needs of children. CSO in the Child protection space will be key in advocating for safe play with the policy makers and other child protection asks in ensuring children can grow and thrive in a community free from child exploitation.
Terre des Hommes Netherlands is hereby seeking to engage consultancy services to conduct advocacy training and development of an advocacy action plan with the CSO representatives.

The estimated length of the assignment is 8 working days and the consultant should be based in Kenya. This is estimated to commence on 28th April 2025 and end on 6th May 2025.
7. TdH NL Integrity Framework
The consultant shall sign and abide by the TdH NL Integrity Framework including Safeguarding Policy, Conflict of Interest Policy, Global Code of Conduct, its related procedures and will be required to disclose any prior convictions and undergo or present an up to date and valid criminal background check.
8. Ethical Considerations
TdH NL treats this consultancy with a high level of ethical considerations. All participants in this training are expected to be treated with the utmost respect and dignity. Confidentiality and the rights to privacy of the participants and the data obtained should be respected. As a consortium, we conform to the Do No Harm principle where our actions and those of our associates at no time should directly or indirectly harm the people we work with.
