The objective of the assignment is to develop a comprehensive accountability framework that reflects Malagasy socio-cultural specificities and strengthens the relationship between citizens and decision-makers. The expert will be responsible for conducting socio-anthropological studies, surveys, and related research activities.
The expert will lead the planning and implementation of the anthropological research. This includes defining research questions; designing a qualitative methodology (interviews, surveys, focus groups, case studies); conducting a literature review; and developing a stakeholder mapping by drawing on the knowledge of civil society organisations, political parties, social movements, activist groups, media actors, and donors, with particular attention to young people and young women.
The research will analyse what social accountability means for young people and the forms it takes; identify enabling and limiting factors for their participation, including discriminatory social norms; and document promising initiatives already present in the country. It will also explore the concrete needs expressed by practitioners, the obstacles encountered, and potential strategies to strengthen accountability.
Furthermore, the expert will assess how to better include civil society, grassroots organisations, human rights defenders, peacebuilders, the media, and political parties. This assessment will cover existing frameworks, practices, and policies, as well as evidence of their impact on local governance, transparency, trust, legitimacy and social cohesion.
Establishing one or more national working groups—comprised predominantly of young people and young women—will be encouraged to provide strategic guidance to the research process and act as a sounding board for themes and good practices.
An online survey may also be used to identify the main obstacles to achieving full, meaningful and inclusive political participation of young people and young women.
Analyse all data collected and produce conclusions and recommendations for an accountability framework adapted to young people, including those from informal settings.
Ensure dissemination of findings and knowledge sharing, including with international organisations.
Develop a capacity-building plan for young people and young women, as well as for duty-bearers. This may include some joint activities and target organisations operating as associations/NGOs, including those using activism and/or civil resistance approaches.
Develop a practical, comprehensive and adaptable toolkit; then refine and contextualise it according to stakeholder needs and realities on the ground.
