Overall purpose of the role: The Safeguarding & Code of Conduct Coordinator serves as a vital link between HQ Safeguarding & Code of Conduct and Country Operations, ensuring that investigations, prevention efforts, and safeguarding measures are implemented to a consistent global standard while remaining responsive to local contexts and specificities. The position leads case handling (investigations and monitoring) primarily within the assigned geographical scope, provides expert advisory support to Country Operations, and contributes to global prevention, capacity building, and compliance tracking in alignment with the centralized Safeguarding & Code of Conduct model.
Duties & Responsibilities:
Investigations & Case Handling
Coordinate with the Global Registrar to ensure clear, accurate intake documentation and timely case allocation- and actively contribute to the Global Intake Committee.
Lead investigations as Authorizing Officer or conduct internal investigations as investigator under the monitoring of the relevant Authorizing Officer and the authority of the Global Investigations Lead.
Produce high quality reports on investigation (closure or investigation reports), advisory reports on gaps, risks and issues identified during investigation and contribute to donor reporting.
Ensure appropriate case update and maintenance in the relevant trackers and secured database.
Support post-case follow-up, ensuring Management Action Plans are completed and recorded in the tracker.
Prevention & Safeguarding (PSEAH)
Act in support to the Prevention & Safeguarding functional lead for tasks linked to assigned hub, with emphasis on Protection from Sexual Exploitation, Abuse, and Harassment (PSEAH)
Support contextual risk assessments and implementation of mitigation measures for safeguarding and ethical risks, feeding into global analysis.
Contribute to adapting global prevention and safeguarding tools to local contexts, ensuring accessibility and cultural appropriateness.
Train and mentor Country Operation Focal Points and managers on safeguarding, survivor-centered approaches, and ethical obligations.
Compliance & System strengthening
Monitor Safeguarding & Code of Conduct-related compliance in assigned hub, including functionality of reporting mechanisms and channels (Code of Conduct Reporting Mechanism), availability and skillset of trained investigators, support the delivery of mandatory and some advanced ethics training.
Maintain a functional pool of Focal Points across the primary geographical area of focus.
Flag compliance gaps to the Head of Safeguarding & Code of Conduct and relevant functional leads.
Share lessons learned, good practices, and case trends with the HQ Safeguarding & Code of Conduct Team- and contribute to yearly or quarterly Safeguarding & Code of Conduct reports.
Cross-functional Coordination & Representation
Maintain strong relationships with Country Directors, Human Resources, Risk & Compliance, MEAL, and Programme teams related to assigned areas of intervention.
Promote, in coordination with relevant stakeholders, the effective integration of the CoCRM and the Community Feedback Mechanism to provide safe, coordinated, and accessible channels for reporting and responding to ethical concerns within the scope of intervention.
Advance DRC’s Localization vision by strengthening ethics-related capacity-strengthening among implementing partners (e.g. targeted training, tool design, advisory support for CO Focal Points and multi-country projects teams).
Represent the Safeguarding & Code of Conduct function in relevant hub-level forums, inter-agency networks, and donor engagement opportunities.
Technical Supervision Responsibilities:
Providing technical direction, guidance, and where mandated, instructions to ensure compliance with DRC policies, standards, and strategies.
Supporting managers and technical staff through regular communication, capacity building, and promotion of best practices.
Escalating and, where authorized, addressing issues of non-compliance or poor performance in line with the technical supervision mandate.
Participating in the recruitment of technical senior Safeguarding staff in Cos.
Support CD’s with assessing the technical skills and performance of most senior CO Safeguarding staff
Experience and Technical Competence
Minimum 5 years of experience working with code of conduct or similar in a large or local organization, influencing senior-level management and key stakeholders effectively across the organization and within complex contexts.
Minimum 5 years of experience in conducting and/or monitoring highly sensitive internal investigations.
Demonstrated experience in developing and delivering successful training sessions (including advanced ToTs), facilitating meetings.
Field-related experiences (being based in a humanitarian setting/operation for a minimum of 3 years) are considered an asset.
Demonstrated experience in Safeguarding and PSEAH standards, including an ability to apply a survivor-centered approach.
Familiarity with trauma-informed practices and duty of care.
Demonstrated counter-fraud and anti-corruption experience.
Familiar with Risk & Compliance and risk assessment tools and methodology.
Commitment to upholding and modelling DRC’s values and Code of Conduct.
Demonstrating integrity, diplomacy, professionalism, reliability and resilience at all times.
Able to always work professionally and with the utmost degree of confidentiality.
Highly developed critical analysis and reasoning skills.
Ability to quickly build personal rapport and trust.

Strong computer skills, facility with MS Pack Office, Power BI, OneDrive and email software.
Education
Master’s degree in social science, human resources law, criminal law, human rights, gender or gender-based violence, international affairs, or equivalent
CHS-type PSEAH Investigation or other investigation certificates.
Counter-fraud & Anti-corruption certificates are an asset
Languages:
Fluent in English (oral and written)
Have good or strong oral and written communication skills in French, Spanish or Arabic is an advantage
