What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

Under the supervision of the Nutrition Program Manager, the Nutrition in Detention Field Officer plans, implements, monitors, and evaluates nutrition activities in places of detention in the Area of Responsibility. In line with the Delegation’s strategy, the Field Officer works on achieving the nutrition in detention related objectives and thus contributes to achieving overall protection objectives in detention.

In compliance to Nutrition in Civilian Population regulations, the incumbent leads the integration of nutrition sensitive activities into planned Economic Security interventions such as needs assessments with rapid SMART MUAC assessments; support to the Nutrition Delegate on the implementation of SMART Nutrition Surveys and capacity building of the concerned Economic Security and other staff on nutrition-sensitive approaches.

This is a national/resident position based in Garowe.
Accountabilities and Functional responsibilities

• Supports the Nutrition Delegate in the needs assessments, data and response analysis, definition, planning, implementation, monitoring and evaluation of the nutrition in detention program
• Liaises and builds networks with the detaining authorities and other actors involved in food and nutrition in places of detention to facilitate communication of activities that are aimed at ensuring more efficient access to food in detention
• Participates in formal and on-the-job trainings and coaching of the authorities’ staff regarding food chain assessment and nutrition activities
• Supports in the preparation of reports on food chain assessment and nutrition situation in the places of detention and overall, to be shared with detaining authorities and penitentiary administration staff at all levels
• Participates in the organization of nutrition in detention workshops/round tables with detaining authorities at central and local levels to ensure that measures to improve food chain as well as the nutritional status of detainees are implemented
• Monitors stocks and consumption of food and non-food items monthly and prepares and follows-up on Supply Requests for food and non-food items assistance
• Participates in the follow-up of the budget expenses with the different tools available such as Donations certificates as well as the Distribution Packing List
• Contributes to the assessment, analysis and monitoring of the food chain in places of detentions including budget and procurement, food supply/production, food storage, food processing/preparation, food distribution and food consumption
• Supports the Nutrition Delegate in the implementation of procedures and tools for an adequate food and nutrition system in the targeted places of detention (recommended diet, food procurement, food storage, food preparation, cooking and handling instruction, treatment, and management of adult malnutrition
• Mentors storekeepers and kitchen staff in management of the food chain (food stock control, storage of food items, calculation of standard rations and promotion of hygiene practices)
• Mentors authorities’ staff (health staff, social welfare staff) in nutritional surveillance, results analysis, and management of malnutrition (identification and treatment of malnourished detainees, weekly follow-up, and monthly statistics)

Accountabilities and Functional responsibilities

• Supports the Nutritionist Delegate in the implementation of tools and guidance for an adequate nutritional programme in places of detention (treatment protocols, programme registers, nutritional items stock registers)
• Participates in the collection and compilation of weekly nutrition program data and indicators and provides monthly statistical updates as per the internally adopted tools and procedures
• Contributes to the planning and organization of quarterly nutrition surveys in places of detention including data collection, data entry, analysis, and reporting
• Contributes to monitoring of the food security and nutrition situation in the AoR, notably in Sub-Delegation’s priority areas, highlighting and reporting on any rising food insecurity and acute malnutrition trends for Nutrition delegate and Economic Security delegate
• Actively contributes to Economic Security assessments in planning, designing the methodology, implementation, and results analysis to ensure the nutrition component is well assessed
• Actively contributes to the multidisciplinary assessments, design of integrated projects and related monitoring in collaboration with Protection and other Assistance departments
• Monitors nutrition-sensitive activities and tracks the integrated nutrition indicators to ensure that implementation is consistent with the planned activities in achieving the set objectives
• Responsible for routine monitoring of all food and nutrition products stored for Economic Security in the field to ensure optimal conditions for quality preservation
• Responsible for training enumerators including Somali Red Crescent Society (SRCS) staff and volunteers on nutrition and food consumption tools and compiles their feedback on the data collection exercises

Certifications / Education required

Bachelor`s Degree in Nutrition, Public Health, Nursing, or equivalent qualification in a related field of study

Professional Experience required

• 5 years’ experience in a similar field of activity
• Project management experience

Desired profile and skills

• Ability to design and implement SMART Nutrition Survey
• Strong facilitation, presentation and report writing skills.
• Excellent communication, interpersonal and organizational skills
• Proficiency especially in MS Office suite
• Excellent knowledge of political, social, economic, and cultural aspects in Somalia

Language

Fluency in written and spoken English and Somali language
