BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
This position will be with WFP Chad and requires the engagement of a competent Manager, who will work with and report to the Head of Administration Unit and under the general supervision of the Country Deputy Director in relation to the multiple construction projects for WFP Chad (CO). The main tasks required of the position will include coordination and supervision of engineering design and review; engineering project management; construction procurement processes; contract management for construction activities and public Procurement Contracting in a UN Environment; facilities and electricity maintenance work coordination and supervision.
The encumber shall be able to demonstrate in-depth technical knowledge and experience required to identify, analyse and resolve complex engineering issues, manage and direct projects and work streams, provide technical expertise, advice and solutions that support strategic results, and formulate new strategies and technical approaches where appropriate. The encumber will lead multi-disciplinary consultants and/or contractors for the works and will be responsible for coordination and management of relevant stakeholders. He will also coordinate the procurement process and the constructions of the One UN Premises in Abeche and support the works ongoing in the East of Chad to increase the capacities of WFP Chad compounds and the establishment of WFP Sudan facilities and truly support the design and implementation of multiple infrastructures and environmental projects for the local communities.
The successful candidate shall be able to demonstrate a strong competence in provision of required technical support in drafting and review of designs, technical specifications, scope of works, bills of quantities, contracts and other technical documentation required for planning, design, procurement and contract administration to support development and implementation of the engineering projects on construction, upgrades and maintenance of WFP internal infrastructure & facilities in Chad. The Engineer assigned to this position will require experience in WFP Construction manual, contract management, including knowledge and experience of international construction contract law and FIDIC or related construction contract formats.
The Engineer will be based in the WFP Country Office in N’djamena. When necessary she/he will be required to undertake field missions to conduct engineering assessments and oversee implementation of ongoing construction activities as required.
ACCOUNTABILITIES/RESPONSIBILITIES:
Following Circular OED2014/015 and Directive RM2015/004, the Engineer shall report to the Head of management Services Unit and shall take technical direction from the Chief Engineer and WFP Engineering in HQ, in relation to all aspects of, design, construction and contract management for these projects in Chad, as required. The duties shall include but are not limited to the following:
Engineering duties
1. Implementation of WFP Policies, standards, norms and practices ensuring compliance with wider WFP policies, procedures, guidelines and operations.
2. Apply and implement WFP Construction Manual procedures and processes.
3. Provide engineering and project management services, apply best practices, standards and innovative technologies that comply with WFP standards and processes.
4. Contribute towards the analysis of several options and identification of the preferred option for the various office premises in accordance with the needs of CO.
5. Contribute towards the analysis of project proposal to enable effective decision making on project technical feasibility.
6. Prepare evidenced based recommendations to CO management on measures to improve WFP facilities suitability to operational purpose, safety, and efficiency of structures and equipment.
7. Collate data and contribute to preparation of accurate and timely reporting on outputs to facilitate informed decision-making and consistency of information presented to the stakeholders.
8. Undertake site visits to project site and conduct technical assessments of buildings according to specifications and area mentioned in the project description.
9. Undertake preliminary or detailed designs (preparing, writing and assembling drawings, schematics, master plans, design calculations and reports, technical specifications) and requiring a detailed knowledge of the international (and local) standards and codes.
10. Develop project budgets or preliminary and detailed costs estimations to implement civil, structural, electrical, mechanical or special systems within the projects (including feasibility studies, or project schedules, or bids).
11. Work-time estimates could be also required.
12. Develop and implement the annual maintenance plan of WFP internal infrastructure and facilities.
13. Support CO Procurement with the preparation of Scope of Works, tender packages, tender evaluation, contracting and reporting for civil works, electricity and facilities maintenance.
14. Prepare technical documentation as regard to bidding processes, for construction, design and maintenance services.
15. Provide technical guidance that supports a successful construction procurement process.
16. Prepare and assemble construction and maintenance contract documentations.
17. Attend meetings and prepare and review reports, minutes and correspondence.
18. Liaise with stakeholders, both internal and external to the organization.
19. Undertake administrative tasks as required and provide project management services for the projects where and when requested.
20. Provide guidance and direction to contractors and design consultants.
21. Supervise construction works, programming and co-ordination.
Review and evaluation of planned and ‘in progress’ construction projects.
22. Establishment and maintenance of project performance monitoring, evaluation and reporting procedures, up to project completion.
23. Manage contractual matters (not limited to performance bonds, insurances, claims, advance payment guarantees etc.). This includes interpretation of the contract documents.
24. Explain and or reconcile any ambiguities and or discrepancies in the contract documents and apply the various provisions of the contract documents. Prepare and manage cash flow program.
25. Assist in the settlement of audits and enquiries (if any), pertaining to the project. Assurance of the quality of the works during design and construction.
26. Undertake design reviews (reading, interpreting and critique/comment on technical drawings, schematics, and computer-generated reports) and giving advice and recommendation.
27. Operate computer-assisted engineering and design software and equipment to perform engineering tasks.
28. Preparation and issuance of monthly reports to WFP Engineering with regards to construction and engineering activities in country
Project Management
1. Execute the planning, design, implementation and maintenance of infrastructure and building projects in accordance with the WFP Construction Manual and ensuring adherence to WFP policies and procedures.
2. Liaise with all relevant WFP departments to ensure a coordinated approach to infrastructure projects and perform the maintenance of infrastructure and facilities.
3. Prepare the TOR and assist in recruitment of national engineers to support the activities.
4. Provide guidance and mentor the national engineers to support the activities.
QUALIFICATIONS & EXPERIENCE REQUIRED
Education:
Have a first University degree in Civil Engineering or University degree in Management and Administration of complex projects. Hold or be eligible for Accreditation to “Professional Engineer” or “Chartered Engineer” status, or recognised equivalent by an appropriate national or international regulatory authority (Not necessary but an advantage)
Experience:
Have minimum six (06) years of relevant civil engineering experience at increasing levels of responsibilities.
