About INSO
Founded in 2011, the International NGO Safety Organization (INSO) is an international NGO that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations, and training. INSO provides daily support to more than 1,500 NGOs operating in 24 of the world’s most insecure countries. INSO is registered in the Netherlands, with its headquarters located in The Hague, a city renowned for its international focus on peace and justice.
INSO West Africa and Lake Chad Basin
Since 2013, INSO has supported the humanitarian community across the region and is looking to establish a regional presence for West Africa at the request of the NGO community. This IM position is based in Dakar, Senegal and reports to the Country Director under the technical guidance of the Technology Team at Headquarters.
Overall Purpose of Role
The primary goal is to establish and lead Information Management across the West Africa and Lake Chad Basin region. You ensure the quality, consistency, security, and effective use of data for countries without dedicated IM support, while managing key systems such as the CHDC, INSO Portal, and INSO App.
You provide data-driven insights through dashboards, maps, charts, and analytical products, advise regional teams on data visualization and information management best practices, strengthen staff and partner capacities, and contribute to the continuous improvement of INSO’s global information management tools and standards.
Main Responsibilities
Team Leadership & Management
Provide strong, inclusive, and structured leadership to the Information and GIS teams, fostering a culture of accountability, collaboration, and professional growth.
Line-manage team members through regular supervision, performance management, mentoring, and feedback processes
Lead recruitment processes, onboarding, and succession planning for the Information Team
Identify skills gaps and design capacity-building plans, including technical and soft-skills development
Promote staff wellbeing and resilience, ensuring sustainable workloads and effective prioritization
Uphold and enforce data protection, confidentiality, and ethical information management practices
Conflict & Humanitarian Data Centre (CHDC)
Serve as the regional focal point for the CHDC, ensuring consistent application of data management standards and methodology.
Maintain the quality, accuracy, and integrity of CHDC data through regular review, validation, and issue resolution.
Coordinate with Programme teams and HQ to ensure consistent incident classification, coding, and data governance.
Deliver CHDC training and onboarding sessions for staff and external partners as required.
Manage and update CHDC reference data, including actors, locations, and other core data sets.
Lead data quality improvement initiatives, including historical data reviews, data cleaning, and user access management.
INSO Partners Portal (IPP) and Other Platforms
Serve as the regional focal point for the INSO Portal and INSO App, promoting their effective and consistent use across the region.
Provide and coordinate user support, troubleshooting, and issue escalation to HQ, ensuring a positive user experience.
Deliver training and guidance to staff on Portal and App functionalities, workflows, and partner registration processes.
Maintain internal procedures, guidance materials, and cross-training to ensure sustainable support capacity within the Information Team.
Monitor and improve the quality, accuracy, and completeness of Portal data, including partner and user records.
Coordinate partner registration and user access management, while identifying and reporting system issues and improvements to HQ.
Strategic Analysis, Visualization, and Decision Support
Lead the development of dashboards, maps, charts, and other data visualizations to support regional analysis and reporting.
Advise programme teams on effective data visualization approaches and improve the quality and impact of analytical products.
Support and mentor Information Team members in producing high-quality visual and analytical outputs.
Extract, analyse, and interpret data from CHDC and other sources to generate insights and decision-support products.
Develop, maintain, and enhance dashboards and analytical tools to meet operational and strategic needs.
Ensure the accuracy, consistency, and compliance of data visualizations with INSO standards, while driving automation and process improvements.
Cross-Departmental Coordination
Coordinate Information Management activities across the region and provide regular updates on priorities, progress, risks, and challenges.
Support the implementation and communication of updates to CHDC, the INSO Portal, and the INSO App.
Collaborate with programme and support teams to deliver information management solutions and technical support.
Maintain Information Management documentation, resources, and knowledge-sharing platforms.
Contribute to communication and outreach initiatives by supporting the collection and management of relevant information and materials.
Represent the Information Management function in internal and external engagements when required.
Contribution to Global IM Initiatives
Contribute to global and regional Information Management coordination, knowledge sharing, and best practice development.
Support the implementation and continuous improvement of INSO’s global Information Management systems, tools, and methodologies.
Provide operational feedback and recommendations to enhance global IM platforms and processes.
Support cross-country Information Management activities and provide temporary coverage when required.
Contribute to the onboarding, mentoring, and development of Information Management staff.
Foster collaboration between country, regional, and HQ teams to strengthen Information Management capabilities.
IT Support
Provide first-line IT support to staff and coordinate issue resolution with HQ IT teams.
Act as the local IT focal point, supporting IT projects, troubleshooting, and user assistance.
Manage SharePoint permissions, structures, and access to ensure secure information management.
Support IT onboarding, software access management, and implementation of IT policies and guidelines.
Coordinate software license and user account administration with HQ IT.
Support IT procurement and technology-related operational needs when required.
Requirements
Essential
5+ years of experience in data management, data visualisation, or information management.
Minimum 2 years of experience managing a team.
Experience with Power BI and DAX, or similar BI software (such as Tableau).
Proficiency in database management using SQL.
Working knowledge of scripting languages such as Python or R
Fluency in English and French, both written and verbal.
Basic knowledge of GIS software and systems (e.g., using QGIS or ArcGIS).
Demonstrated ability to communicate technical information clearly to non-technical audiences.
Nice to have
Master’s degree or equivalent in Information Systems, Computer Science, Data Management, GIS, or relevant field.
Experience working with humanitarian organisations, particularly NGOs operating in complex contexts.
Knowledge of or previous professional experience in Myanmar.
Experience delivering training or capacity building related to data or information management tools.

Terms & Conditions
National position. 12-month renewable contract. 1 976 000 F CFA per month salary, 2.5 calendar days annual leave per month.
