The GBV Specialist will provide technical expertise in the design, implementation, and scaling up of GBV prevention and response activities, including case management services, Women and Girls Safe Spaces (WGSS), and psychosocial support (PSS). The role ensures that all services adhere to survivor-centered, ethical, and confidential practices. The Specialist will work closely with DRC staff, partners, and stakeholders to strengthen GBV programming and coordination in Somalia.

Your main duties and responsibilities will be:

GBV Case Management Program Setup

• Lead the establishment and scaling-up of GBV case management services, ensuring that all services adhere to ethical, survivor-centered principles.
• Develop and contextualize GBV-related Standard Operating Procedures (SOPs), tools, and guidelines for case management and safe spaces.
• Set up Women and Girls Safe Spaces (WGSS) in target locations, ensuring they are equipped to provide confidential, safe, and effective support for survivors of GBV.

Capacity Building and Training

• Design and deliver training sessions for GBV case workers, supervisors, and other relevant staff on key topics such as GBV case management, GBVIMS, PSS, referral pathways, data protection, and safeguarding.
• Develop a capacity-building plan for DRC staff and partner organizations to enhance their knowledge and skills in GBV prevention and response.
• Conduct training sessions for staff across DRC’s protection and humanitarian sectors to mainstream GBV across all interventions.

Program Implementation and Supervision

• Oversee the day-to-day implementation of GBV case management and response services across targeted locations.
• Conduct field visits to assess program activities, provide technical support, and supervise staff delivering case management services.
• Ensure that case management, including case conferencing and referral processes, is implemented according to best practices and ethical guidelines**.**

Coordination and Stakeholder Engagement

• Coordinate with other GBV and protection actors in the field, including government entities, local partners, and other humanitarian organizations, to ensure effective program delivery.
• Actively participate in GBV Sub-Cluster meetings and contribute to strategic coordination and collaboration with other key players in the humanitarian response.

Monitoring, Evaluation, Accountability, and Learning (MEAL)

• Develop and implement a comprehensive monitoring and evaluation framework for the GBV program to ensure effective tracking of progress, outputs, and outcomes.
• Support the development and rollout of a GBV program exit strategy, ensuring that services are sustainable and that transition plans are in place for local handover.

Reporting and Documentation

• Provide regular reports on the progress of GBV programming, including case management services, capacity-building initiatives, and other related activities.
• Contribute to the development of the 2025 GBV workplan and provide input into the broader Somalia Protection Strategy.
• Ensure that all GBV-related data is handled in accordance with confidentiality, ethical standards, and data protection policies.

The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.

About you

To be successful in this role we expect you to have Minimum 5 years of experience in protection programming with a focus on GBV case management in humanitarian settings and Advanced university degree, preferably in Social work, sociology, law, Human Rights, or related field.

Moreover, we also expect the following:

Required

• Strong knowledge of multi-sectoral responses to GBV and international frameworks (e.g., IASC Guidelines, WHO ethical safety recommendations, GBVIMS).
• Experience in setting up and managing GBV case management services and Women and Girls Safe Spaces (WGSS).
• Proven ability to deliver training on GBV case management, GBVIMS, PSS, and referral pathways.
• Experience working with local and international partners, government entities, and humanitarian organizations.
• Familiarity with the complexities of refugee, asylum seeker, and IDP situations.
• Experience in designing strategic documents such as SOPs and assessments for GBV programming.
• Strong analytical, report writing, and proposal development skills.
• Ability to work under pressure in complex, conflict-affected environments.
• Post graduate qualification in the same field is desirable

Contract length: 3 months with the possibility of extension, subject to funding.

Band: Employment band non-management G2

Work location: Mogadishu with frequent travel to field offices within Somalia

Start date: 1st December 2024
