Finnish Refugee Council (FRC) / Suomen Pakolaisapu is a Finnish non-governmental organisation dedicated for realization of the rights of refugees and forcibly displaced populations in support of their new beginnings. FRC has HQ in Helsinki, operations in five countries and a global team of staff members focused on delivering impactful programs on the side of the vulnerable.
FRC has been operating in Uganda since 1997 and currently supports refugees in 12 settlements in the country’s northern, western, and southwestern regions.

Country Director for Uganda
As Country Director for Uganda you have the overall leadership and responsibility over strategic direction and operational management of FRC’s programs in the country. Developing sustainability of programmes and resources is part of your role, fostering in-country engagement with donors and stakeholders.
You will be an inspirational lead to a team of professionals ensuring and enabling success in implementing impactful rights-based programme and achieving significant development and humanitarian outcomes.
Key responsibilities include:
Strategic Leadership: Overall strategic, programmatic and operational leadership of the FRC operations in Uganda. Development and implementation of FRC Uganda Country Strategy.
External Engagement and Representation: FRC representation towards national and regional authorities and other stakeholders and coordination mechanisms, building partnerships and presence.
Resource Mobilization: Development and implementation of successful strategies for securing funds and resources.
Programme and Portfolio Management: Overall responsibility for the implementation of the Country Programme and projects in Uganda. Overall control, monitoring and timely reporting on the use of funds and achievement of results.
Operational quality: Leadership to ensuring high-level compliance with operational standards and both risk and security management of the country office, programme and operations. Effective management of the Country Office.
People Leadership: Motivational lead and supervision of the team of staff promoting strong culture of cooperation, performance, accountability and staff well-being.
The Country Director reports to FRC Headquarters in Helsinki.
Requirements:
Education:
An Advanced University Degree (master’s degree or equivalent) in relevant subjects (i.e. International Development, Public Administration, Social Sciences, Education or equivalent)
Experience and qualifications:
Proven experience (minimum 5 years) in leadership roles at Country Director level or in comparable position within international development or humanitarian operations, including responsibility for project and budget management and control.
Strong track record on managing and developing results-based programmes and multi-donor portfolios.
Strong strategic planning skills and experience in developing strategies and solutions.
Successful experience in fundraising, including identifying and cultivating funding opportunities and developing quality concepts and proposals.
Excellent communication and interpersonal skills with the ability to build broad and strategic partnerships.
Demonstrated experience and abilities in leading and working with culturally diverse staff and teams
Solid operational and administrative skills and abilities including financial management and reporting.
Problem solving skills in day to day as well as crisis situations
Proficient written and spoken English language skills
Further requirements:

Desirable:
Previous experience in Uganda or East Africa
Familiarity and previous experience in forced displacement situations and related sectors such as livelihoods, non-formal education and/or GBV protection.
