Context:
Established in 1951, IOM works with partners, government, and civil society to promote international cooperation to address operational challenges of migration and mobility, assist in the search for practical solutions to migration problems, and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people. IOM addresses the migratory phenomenon from an integral and holistic perspective, including links to development, to maximize its benefits and minimize its negative effects.
IOM has been operational in Mozambique since 2005, and has offices in Maputo, Beira, Pemba and Nampula. IOM Mozambique is launching a Rapid Response Fund (RRF) which will provide small grants to local partners for humanitarian response across the country. In light of this, IOM is seeking a Compliance Officer to lead on all issues related to resource management and compliance of the RRF.
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Head of Resources Management (HoRM) and in close coordination with the Grants Programme Manager and Sub-Office’s Resources Management Officer(s), as well as relevant units at Regional Office (RO) and Headquarters (HQ), the Compliance Officer will be responsible and accountable for overseeing and monitoring the resource management activities of the Rapid Response Fund and Community Resilience and Peace Building, ensuring full compliance with IOM’s rules and regulations as well as with any donor-specific requirements.

Required Qualifications and Experience:
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of Portuguese and/or any other Mozambiquan languages is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Internationally recruited professional staff are required to be mobile.

Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and background verification and security clearances. Subject to certain exemptions, vaccination against COVID-19 will in principle be required for individuals hired on or after 15 November 2021. This will be verified as part of the medical clearance process.
