REQUEST FOR CONSULTANTS
The Adventist Development and Relief Agency (ADRA) is a global humanitarian organization with a mission to work with people in poverty and distress to create just and positive change. ADRA Somalia belongs to the worldwide network, comprised of more than 130 supporting and implementing country offices. ADRA Somalia is seeking to recruit a consultant to conduct a training on school safety and disaster risk reduction.
PURPOSE AND OBJECTIVES
ADRA Somalia is seeking the services of a highly qualified consultant or consultancy team to design and deliver a comprehensive capacity-building training on school safety, aimed at enhancing the implementation of school safety best practices across project-supported schools. This initiative is part of ADRA’s ongoing commitment to safeguarding the well-being of learners, educators, and school communities by operationalizing the principles outlined in the School Safety Manual and aligning them with the national Ministry of Education, Culture and Higher Education (MoECHE) Safe Schools Strategy. The consultancy will play a pivotal role in strengthening institutional capacity at the school level by equipping education stakeholders with the knowledge, tools, and practical frameworks necessary to create and maintain safe, inclusive, and resilient learning environments.
Objectives of the School Safety Workshops:
1. Conduct a Comprehensive Gap Analysis and Compliance Assessment
Evaluate the current status of school safety in targeted institutions through a Participatory Rural Appraisal (PRA) methodology. This will include baseline data collection, stakeholder engagement, and a thorough analysis of safety risks, existing protocols, and alignment with national standards. The goal is to identify gaps, vulnerabilities, and opportunities for improvement in the existing school safety ecosystem.
2. Design and Facilitate In-Person Training on School Safety Standards
Deliver targeted, interactive, and contextually relevant face-to-face training sessions for school personnel in the identified project-supported schools. The training will cover key domains of school safety, including physical infrastructure, psychosocial well-being, emergency preparedness, child protection, and inclusive practices—ensuring full alignment with the MoECHE Safe Schools Framework and ADRA’s education protection mandate.
3. Support the Development and Institutionalization of School Safety Plans
Provide hands-on guidance to trained schools in the formulation or revision of school-specific School Safety Plans or Manuals that are compliant with national standards and responsive to local realities. This includes facilitating the creation of school safety committees, defining roles and responsibilities, and integrating monitoring tools to ensure sustained implementation and accountability.
PROCESS/TASKS/SCOPE OF SERVICES
To successfully achieve the objectives outlined above, the consultant will be expected to undertake the following key tasks:
1. Participate in an Inception Meeting with ADRA Somalia
The consultant will engage in an initial inception meeting with relevant ADRA staff to discuss the scope, expectations, deliverables, and timeline of the assignment. During this session, the methodology, tools, and work plan will be reviewed collaboratively to ensure alignment with ADRA’s goals, project context, and the Ministry of Education’s Safe Schools Strategy. Any contextual adaptations or refinements to the proposed approach will be agreed upon at this stage.
2. Develop a Comprehensive Methodology for Gap Analysis
Building on the inception discussions, the consultant will design a robust methodology for conducting the school safety gap analysis. This will include the development of data collection tools using Participatory Rural Appraisal (PRA) techniques, stakeholder engagement strategies, and criteria for assessing safety standards and compliance. The methodology must be tailored to the Somali context, with consideration of conflict sensitivity, inclusivity, and existing school structures.
3. Design and Deliver School Safety Trainings (ToTs and Face-to-Face)
The consultant will be responsible for the design and facilitation of two levels of training:
o Training of Trainers (ToT): A capacity-building session aimed at selected education personnel, local authorities, and community representatives who will cascade the training at the school level.
o Face-to-Face School-Based Trainings: Direct, hands-on training sessions for school administrators, teachers, and school safety committee members in project-supported schools. The content should be aligned with national standards and should cover practical strategies for implementing school safety protocols and developing safety plans.
4. Submit a Comprehensive Final Report
Upon completion of the assignment, the consultant will prepare and submit a detailed final report documenting all activities undertaken, methodologies used, key findings from the gap analysis, outcomes of the training sessions, and recommendations for sustaining and scaling school safety practices. The report should include annexes such as training materials, tools used, attendance lists, and feedback from participants.
Scope of Work and Timeline of Activities
The consultancy is scheduled to begin on 5th April 2025. Prior to the start of the assignment, the consultant will be expected to submit a technical proposal outlining the number of working days, daily rate, and a realistic action plan. This proposal will be reviewed and finalized in consultation with ADRA Somalia.
The proposed work plan should include the following key phases:
• Inception Phase – including initial planning and coordination
• Pre-Training Preparation – such as training needs assessment and development of the training manual
• Training Workshop Implementation – delivery of the actual training sessions
• Reporting Phase – submission of the training workshop report and final version of the training manual
Methodology
Participation and stakeholder engagement will be central to the success of this assignment. The consultant is expected to propose a cost-effective yet impactful methodology that balances budgetary considerations with the need for meaningful, inclusive, and practical implementation. The proposed approach should ensure active participation from school personnel, local authorities, and community representatives during both the assessment and training phases.
While cost-efficiency is important, the emphasis will be placed on the effectiveness, relevance, and contextual appropriateness of the proposed methods. All suggested methodologies and tools will be carefully reviewed and validated by the project team before the commencement of any field activities, to ensure alignment with project objectives and the operating context in Somalia.
Expected Deliverables
All deliverables will be completed with guidance, input and feedback from the Project Manager or designate. The following outputs are expected:
i. Detailed work plan for undertaking the assessment and delivery of the trainings.
ii. Debrief session with ADRA programme team/staff on the findings.
iii. Training modules in English languages
iv. Draft and Final Training Report including the training manual(s).
Further Information:
– Logistics: The consultant’s travel from base to the field and back after the end of the contract will be covered by ADRA.
– Professional fee: The consultant will propose the professional fee as part of their financial proposal. (Daily rate X number of days = Total professional fee).
– Tax and insurance: The consultants shall be responsible for their income tax and/or insurance during the assignment.
– Code of conduct: The consultant is bound by the principles and conditions of ADRA’s Code of Conduct.
A contract will be signed by the consultant upon commencement of the assignment which will detail additional terms and conditions of service, aspects on inputs and deliverables.
Qualifications of the Consultant
i. Professional or graduate studies in either Clinical Psychology, Education or Social Sciences
ii. Good technical knowledge on child protection and child rights issues.
iii. At least 3 years of experience in psychological and psychotherapeutic interventions, specifically working on school safety and contingency measures for crisis affected schools.
iv. At least 3 years of previous experience in providing services to displaced populations, migrants, refugees, or conflict affected populations in a protracted context.
v. Demonstrated experience in the development of training curricula and solid understanding of adult learning principles.
vi. Fluency in Somali language is a mandatory requirement for this assignment.

– Technical Proposal: maximum 5 pages interpreting the understanding of the TOR, detailed methodology of executing the task, as well as draft work plan.
– Financial Proposal: should provide cost estimates for services rendered including daily consultancy fees but to exclude accommodation and living costs; transport cost; stationeries, and supplies needed for the training as well as costs to be incurred by trainees.
