1.    DESCRIPTION OF THE ASSIGNMENT 

Global objective

Provide recommendations to the EUD and the city of Douala to support the planning and implementation of an action on SWM in the city of Douala focused on plastic waste management and recycling.

Specific objective(s) of this assignment

 1.    Conduct a critical review of existing and potential practices in the field of waste management and recycling (public and private, formal and informal) and analyse practices from a financial, technical, environmental and employment lens as well as from a system perspective 

2.    Provide advice to EU and the city of Douala on plastic waste management solutions focusing on environmental impact, technical limitations, financial requirements and scalability 

3.    Propose a set of potentially relevant projects and options and analyse them in terms of resources needed (e.g. additional studies, financing requirements for implementation, etc.) and environmental impact. 

4.    Recommend an action on SWM in the city of Douala.

Deliverable 1: SWM System diagnostic and review of existing and planned projects

Deliverable 2: Plastic Waste recycling guidebook

Delverable 3: Selected projects financing requirements analysis

Deliverable 4: Recommendations to plan and implement an action on SWM in the city of Douala 

EXPERTISE REQUIRED

SNKE 1, Solid Waste Management Expert and Technical Lead 

Qualifications and Skills

–       A postgraduate or master’s degree in environmental engineering, sustainable management or other field related to solid waste management,.

–       Knowledge of urban challenges, particularly of environmental, social, and economic conditions in rapidly urbanising cities.

–       Knowledge of organisational and managerial aspects of SWM requirements, including SWM legislation and the implementation of urban waste policies.

–       Specific expertise in plastic waste recovery processes and circular economy

–       Excellent command of spoken and written French and English. 

Professional Experience

–       Minimum of 7 years’ experience in the technical, financial, and legal aspects of urban Solid Waste Management in developing countries.

–       Experience in conducting similar analysis and studies in SWM, including SWM systems models (Experience in Sub-Saharan Africa is a plus).

–       Experience in Cameroon will be an advantage.

–       Experience with at least 1 project with main focus on plastic waste in Africa
