What we do
The International Committee of the Red Cross (ICRC) is a neutral and independent humanitarian organization that works in countries affected by violence in order to provide protection and humanitarian assistance to people affected by armed conflicts and other kinds of violence.
Working collaboratively with internal and external stakeholders, the Regional Investigation Officer is responsible for planning, organizing and managing serious and complex investigations of alleged misconduct or violations of the ICRC internal policies and procedures and ensuring best practices are applied to the investigations.
Principal responsibilities
- Prioritize follow-up based on advice from Head of the Investigation Unit or Designate.
- Support oversight and guidance of Inquiry led cases.
- Plan, organize, conduct and manage investigations of alleged misconduct or alleged violations of ICRC internal policies and procedures.
- Obtain and review relevant documentation; conduct interviews and take statements; analyse facts, determine findings, and formulate recommended disciplinary and jurisdictional actions.
- Gather and analyse electronic evidence.
- Determine whether matters involve potential fraud, corruption or other illegal or criminal conduct warranting referral to national authorities.
- Prepare complete and concise investigation reports and conduct post-investigation tasks.
- As instructed by the Head of Investigations or Designate, prepare cases for submission to the internal justice system and/or referral to relevant national jurisdictions and support the case manager in the triage process.
- Work collaboratively and in coordination with colleagues to achieve Organizational goals, in accordance with ICRC Code of Conduct Framework and Guidelines and in compliance with other Organizational principles and regulations.
- Perform other preventive compliance activities as required including training.
- Perform other duties to support the operational function of the Investigation Unit as determined by the Head of Investigations or Designate
Personal profile, professional & technical skills
- University degree in law, Law Enforcement, HR or other relevant subject and/or professional certifications in recognized institutions.
- Minimum 6 – 8 years’ practical experience of investigations and investigatory procedures.
- Documented expertise in investigation techniques, particularly where conduct also may have criminal implications that could result in prosecution before local courts.
- Documented knowledge of legal, procedural, and evidentiary standards.
- Documented experience with investigatory procedures and practice.
- Documented experience in conducting administrative investigations, Sexual Exploitation and Abuse, Harassment.
- Documented knowledge of legal, procedural, and evidentiary standards of International Organizations.
- Proven ability to design processes and draft implementing policies/procedures related to internal sanctions.
- Resourcefulness, initiative, maturity and judgement, honesty and integrity.
- Strong drafting, report writing and case management skills.
- Solid communication skills in French and English
- Willing to travel and conduct investigations in remote, hardship and physically challenging environments.
