WeWorld-GVC, is an Italian secular and independent organization working since 1971 in international cooperation and humanitarian aid. Present in 29 countries with 128 projects, WeWorld-GVC operates in the following areas of assistance: human rights (gender equality, prevention and combating violence against children and women, migration), humanitarian aid (prevention, emergency relief and rehabilitation), food security, access to water, health and hygiene, education, global citizenship education, quality teaching and international volunteering. WeWorld-GVC works mostly with girls, boys, women and youth, actors of change in every community for a fairer and more inclusive world. Supports people overcoming emergencies and guarantees a life with dignity, opportunities and a better future through human and economic development programs, in the framework of the 2030 Agenda. At present, the main donors are Italy (AICS), the EU (DG ECHO), UNICEF, OCHA, and Belgium (DGD).
Working context
WWGVC has been present in Burundi since 1995 and is currently active in different 15 provinces. During these 25 years of continuous presence in the country and thanks to the funding of various donors (UNICEF, WFP, Embassy of the Netherlands, GIZ, DUE, UNHCR) WWGVC has achieved actions in several sectors such as health, nutrition, food security, WASH and energy. Over the years, emergency aid actions have evolved, adapting to changes in the situation in the country and to the demands of beneficiaries.
Job description
WW-GVC Head of Program will assist the Head of Mission to develop and manage all ongoing projects in the country in accordance with the strategy, plans and policies of WW-GVC mission in Burundi. The Head of Program will ensure the technical control and the quality of the interventions of the current projects and will contribute to the development of new interventions.
KEY RESPONSIBILITIES
• Ensuring quality in the implementation for 8 ongoing projects (health, nutrition, food security, WASH and energy sectors);
• Coordinating the work, providing quality control and providing support to the Project Managers, in coordination with the Head of Mission;
• Directly supervising four Project Managers currently in place on the mission;
• Playing a key role in the development and definition of the mission’s country strategy under the supervision and coordination of the Head of Mission;
• Coordinating the development of new projects (design of the logical framework, participation in budget preparation and writing of the narrative) in collaboration with the Head of Mission and other stakeholders of the organization;
• Ensuring the supervision and coordination of reports for donors in collaboration with each Project Manager (mainly, UNICEF, Embassy of the Netherlands and the EU);
• Representing WW-GVC in sectoral and coordination meetings when necessary.
KEY TASKS
Project management, reporting and quality control:
• Overseeing and updating project work plans with input from Project Managers and relevant team members to ensure proper implementation of activities
• With the support of the Finance Coordinator, managing budgets in accordance with donor and WW-GVC guidelines, supporting Project Managers in budget reviews when necessary
• Providing support and supervision to Project Managers through regular field visits and meetings with staff and members of project teams
• Ensuring that all reports are properly written and submitted to donors on time
• In the absence of the Project Manager, performing management tasks related to the implementation of the project from both a programmatic and financial point of view
Human resources:
• Supervising and strengthening capacities of Project Managers and other relevant project staff
• In accordance with WW-GVC procedures and in collaboration with the human resources department, supporting the Project Managers and HR department whenever needed in the recruitment, training, supervision and evaluation of the project staff team, including the identification of capacity building needs and the implementation of appropriate training sessions
• Ensuring that project staff respect WW-GVC rules and regulations and adhere to WW-GVC’s values and its code of ethics
Development of strategies and new projects
• Support the Head of Mission for the development, implementation and evaluation of the mission’s strategy and program, by providing updated information, inputs and recommendations for new and ongoing interventions in the country
• In cooperation with the Head of Mission, Regional Coordinator, national staff and HQ, contributing to the design of a country strategy for the mission (through theory of change, etc.)
• Leading the design and writing of potential new funding opportunities and new project proposals
Monitoring, evaluation and supervision
• Contributing to the implementation of the MEAL strategy and tools for the mission and its projects
• In collaboration with the MEAL Manager, providing advice and support to Project Managers for the planning of work, budgets and expenses related to the MEAL components
• Supporting Project Managers in the planning and monitoring of the implementation of activities and the achievement of results
• Supporting the MEAL Manager in the implementation and supervision of MEAL plans for projects
Representation, coordination and advocacy
• In coordination with the Project Managers and Head of Mission, establishing and maintaining collaborative relationships with donors, project stakeholders and other organizations working in the project intervention areas
• Participating in meetings (with Program Managers of other NGOs, donors concerned at the central level or in the field, etc.), following the directives of the Head of Mission
• Participating proactively in the various coordination meetings at the national level
Any other task requested by the Head of Mission, for an effective and quality implementation of the WWGVC strategy and projects in Burundi, according to the needs of the mission.
ESSENTIAL REQUIREMENTS
Qualifications and Knowledge
· An advanced university degree or equivalent in the field of Social or Political Science, Development Studies, International relations, Project Management, Human rights
· Strong managerial competencies and good knowledge of main international donors (EU, UNHCR, UNICEF, etc.) policies and procedures
· Good knowledge of MSOffice
· Fluent in French, both written and verbal
· Fluent in English, both written and verbal
Professional experience
· Minimum 5 years’ of relevant working experience in related fields
· Working experience with international NGOs in management of international cooperation projects funded by institutional donors
· Extensive project development and proposal writing experience
Skills and Abilities
· Ability to assess needs, develop and write new project proposal
· Ability to analyze information, evaluate options and think and plan strategically
· Strong flexibility and capacity to adapt behavior to the needs of the situation
· Capacity to work autonomously and in problems prevention/resolution
· Proven organizational skills and ability to effectively manage multiple tasks while fostering quality, team spirit and positive working relationships with colleagues
· Good communication, negotiation skills and sensitivity in dealing with local institutions on critical issues
· Cultural, gender, religion, and age sensitivity and adaptability
· Strong commitment to the Mission of We World-GVC, genuine interest for international cooperation development topics
DESIRABLE REQUIREMENTS
· Previous professional experience in Burundi
· Knowledge of Italian language
