The ISS seeks to appoint a Programme Head to lead and manage its work on the Lake Chad Basin. The Programme Head will be responsible for managing existing projects and identifying and fundraising for new strategic opportunities.
The position requires a thorough understanding of human security in Africa. Applicants should have extensive experience working on issues such as development, stabilisation, DDR, reconciliation and violent extremism.
The successful candidate must be highly motivated and an independent thinker. The position requires the ability to manage staff and finances, cooperate with other ISS programmes and offices, and build a network of donors, partners and stakeholders. The Programme Head must be able to work under pressure, identify new opportunities and drive innovation. The successful candidate will report to the Regional Director: West Africa, the Sahel and the Lake Chad Basin, Dakar.
Overview of duties
• Fundraising, donor liaison and reporting
• Financial and budget planning and controls
• Managing and motivating staff
• Ensuring quality control and delivery of outputs and outcomes in line with donor contracts and the ISS strategic plan
• Representing the ISS at high-level meetings in Africa and globally
• Actively contributing to internal ISS management meetings, and ISS-wide planning and reporting processes
• Ensuring programme work of high quality and relevance in Africa and globally
• Ensuring effective communication of results to target audiences
• Monitoring and evaluation of programme work
• Providing management support to the Regional Director
Overview of requirements
• A postgraduate qualification (Masters or PhD) in social sciences, law, humanities or equivalent
• Minimum of 7 years’ experience in a policy research or policy-making environment, international organisation or government at a senior management level
• At least 5 years’ experience in managing multifaceted projects and subordinate team members
• A track record of high-level representation at the African and/or global level
• A strong understanding of human security and development policy and programming issues in the Lake Chad Basin
• Expertise in analysing information and developing practical recommendations from research results
• Experience in the design and management of research, policy advocacy and training and technical assistance programmes
• Experience in building relationships with partners and stakeholders as a means to shape policy and action
• Experience in fundraising and donor liaison, including writing proposals and reports
• A strong understanding of monitoring and evaluation, and the use of Results Based Management frameworks
• Exceptional English communications skills (verbal and written); French will be an advantage
The position is based in Dakar, Senegal. The length of the contract will be two years and may be renewed subject to programme requirements, funding and satisfactory performance. A competitive salary is offered.
