1. The African Development Bank hereby invites individual consultants to indicate their interest in
the following assignment: to Edit and Update two reports on: “Growth, inequality and poverty
and jobs creation” and “Priorities for sustainable, inclusive and transformative growth in
Ethiopia.” Over the last 15 years, Ethiopia’s economy has expanded at rates exceeding 10 percent
annually and poverty declined from about 28% in 2011 to 23.5% in 2016. Structural transformation
is occurring, albeit at a slow pace. However, inequality is noted to be raising and emerging
macroeconomic imbalances and structural bottlenecks are putting a break on the high rates of
growth as well as its inclusivity.
2. During 2019-2020, the African Development Bank prepared at least four studies to generate
detailed information on the trends in economic growth, and economic transformation, poverty
reduction and inequality, private sector contribution to the economy, and issues in economic and
social governance. The studies have been completed and they underscore an array of issues that
require attention. Since their completion in 2020, there have been new developments. For example,
the national elections that were earlier planned to take place in August 2020 were postponed to
2021 on threats imposed by the COVID-19 pandemic and the recent law enforcement operations in
the North of the country have brought to the fore new dynamics.
3. The purpose of the proposed consultancy is to review the two reports referenced above to
ensure they are updated, consistent with Bank standards and easy to read. The consultant will
review the reports for conformity with the Bank’s and international standards for publication and
distribution; edit and harmonize the style and layout of the reports in line with the Bank’s standard
report preparation guidelines; update the reports taking into consideration critical gaps and recent
developments and reduce its size to about 30-40 pages plus an abridged 10-page summary. The
final reports will identify the key messages and policy options to promote economic transformation
and inclusive growth. The consultant will review the reports and recommend material to be
included in annexes; and propose relevant infographics, a redesign of some charts and tables for
inclusion in the final reports.
4. To achieve this, the Bank is seeking the services of a subject matter editor who will be retained
as an individual consultant to deliver on the activities described below:

a. Technical Editing The consultant will perform at least three levels of technical editing:
i. Substantive editing. After assessing the purpose of the reports and intended audience, the
consultant will ensure that the text navigates well and that the structure is logical. The
consultant will provide necessary updates to ensure that the most recent developments and
data are adequately reflected/ analyzed and rewrite sections where any of the substance
requires developing, updating or recasting. The consultant will also suggest and implement
areas to change (for example, titles or subtitles) or to add (index, images, glossary, etc.)
ii. Copyediting. The consultant will focus on the detail in the text to ensure that it is clear,
numbers, dates, capital letters, abbreviations and references are consistent with Bank
standards as well as spelling, grammar, punctuation and repetitions. The consultant will
also check that tables and captions, headings and consistency of page layout as well as
ensure that references follow standard referencing system, e.g. the APA style.
iii. Proofreading The consultant will check for all that a copyeditor would look for and manage
corrections: spelling, punctuation and typographic errors, appropriate word breaks at the
end of lines, accurate cross-referencing, and that text alignment, bold type and spaces
between sentences and paragraphs are correct. The consultant will update headings, page
numbers, figures and table numbering as well as the Table of Contents and the lists of
figures and tables.
iv. Abridged version of the paper. Produce a 10-page summary of each of the two papers as
information noted to management. The structure of the information note will be consistent
with the overall structure of the 30-40 pages reports.
b. Graphics design and layout
i. Ensure that the reports are uniformly formatted, including page layout, interior design and
cover design.
ii. Ensure included figures, tables and other graphics are re-designed to give the reports a
professional aesthetic look and feel.
5. The assignment is expected to be completed within one and a half months, starting on 1st March
2021 and to be completed by 15 April 2021. The consultant will need to commit effort equivalent to
30 person days. The consultant may work from any location and no mission is expected.
6. The candidate to be selected for this assignment should possess a minimum of:
i. A Master’s degree in or its university equivalent from a recognized institution in Economics,
Business Studies, English, Communication or Journalism.
ii. Demonstrable working experience on issues of development economics, social studies
and/or statistics is required.
iii. At least five years of relevant professional and practical experience in editing/ writing
technical and or flagship reports and large documents of similar nature in economics, social
sciences or business analysis.
iv. Experience in handling similar assignments, especially for multilateral development banks
or other large organisations such as the OECD or the UN will be an advantage.
v. The working languages of the AfDB are French and English. For this task, fluency in
English is required; knowledge of the other is desirable.

7. The African Development Bank Ethiopia Country Office invites individual consultants to
indicate their interest in providing the above-described services. Interested consultants shall provide
information on their qualifications and experience demonstrating their ability to undertake this
assignment. Submissions should include a Cover letter underscoring key qualifications and
experience and proposed approach, updated Curriculum Vitae, and other documents
referencing similar services, as appropriate.
8. The eligibility criteria, the establishment of a short list and the selection procedure shall be in
conformity with the Bank’s Procurement Policy Framework under projects financed by the Bank
Group, October 2015 Edition, available on the Bank Website at http://www.afdb.org. Please, note
that interest expressed by a Consultant does not imply any obligation on the part of the Bank to
include him/her in the shortlist.
9. The estimated duration of the services is 30 person days and the expected starting date is 1
st
March 2021.
