Programme Quality Manager – D.R. Congo Full Time

An integral part of the Senior Management Team in country, The Programme Quality Manager will be responsible for ensuring good strategic leadership of programmes in the DRC, ensuring programme monitoring towards quality implementation, managing key risks and supporting the team to deliver programmatic goals. The role will also lead technical representation and coordination efforts across three offices in Kasai (Kananga, Tshikapa and Mbuji Mayi), with the key objective of securing our recent scale up and supporting the impact in quality implementation for our programme in order to meet the growing needs of conflict affected and displaced children in the DRC. The role is managed by the Country Director in the DRC and will line manage the MEAL team (based in Goma and Tshikapa), and other project and technical staff in line with programme growth.

Your responsibilities

• • Actively contribute to programme strategy development in the themes of Child protection, education and livelihoods, ensuring cross cutting themes (gender, disability and accountability) are integrated in programme engagements;
• • Work closely with the SMT in country to ensure relevant, effective and efficient grant management and operations support systems to programmes are in place and improved;
• • Lead on the implementation and improvement of MEAL systems;
• • Support programme development, proposal and fundraising at country level;
• • Ensure strategic presence of WCUK in key humanitarian and development forums and clusters;
• • Support the development of partnerships with donors, UN agencies, INGOs and other key actors;
• • Work closely with the SMT in country to ensure that the support to programmes systems in place are relevant and adequate to a quality programme implementation;
• • Work closely with the Finance team to ensure timely implementation of grants and monitor expenditure closely to reduce the risk of disallowable costs in line with minimum programme quality standards for WCUK in Kasai;
• • Maintain overview of internal and external programmatic audits and ensure any findings/ recommendations are acted upon;
• • Provide line management leadership to MEAL staff ensuring they are well supported and guided to supervise the projects. Performance-manage staff in line with organisational processes;
• • Work in collaboration with the Head of Programmes for the DRC and Area/Programme Managers to coordinate the work of a multi-location and multi-skilled team, ensuring quality outcomes and collaboration within the team to achieve programme strategy.

You have

• • Significant experience in contributing to the design of and delivering strategies for programmes at scale;
• • Knowledge and experience of programme and project management in complex multi-stakeholder programmes;
• • Strong technical knowledge and competencies in WCUK key thematic areas: child protection, education and livelihoods;
• • Skills and proven background in monitoring, evaluation, accountability and learning, and the ability to provide organisational leadership in this area;
• • Proven experience of contributing to proposal development and donor engagement, with concrete experience of securing/managing UNHCR, UNICEF, humanitarian pooled funds, EC and USG funding;
• • Proven experience of participating in the humanitarian coordination system;
• • Proven leadership skills and the ability to manage, motivate and inspire a diverse team;
• • Ability to collaborate and form effective partnerships with internal and external stakeholders and to juggle multiple stakeholders and keep them engaged;
• • Previous experience of living and working in a difficult and volatile environment and the challenges this brings;
• • Strong planning and organisational skills with the ability to make effective decisions;
• • A working knowledge of the child protection needs and responses across the DRC is a plus;
• • Committed to and understand safeguarding within the humanitarian and development sector;
• • Excellent communication and interpersonal skills, with the ability to build positive working relationships with a broad range of stakeholders;
• • Fluency in both English and French.
