Regional Programme Quality Advisor

Role context
The post-holder is key to providing support to the country teams working on the Irish Aid-funded HPP programmes. They bring a regional capacity to enable greater oversight of the programme. They will advise the Humanitarian Programmes Advisor on strategic decisions regarding the HPP programmes. They will ensure a focus on programme quality remains and progress is tracked and recorded over the project period.

The HPP programmes are delivered across three African countries and one Asian country, all of whom aim to contribute to three overarching objectives focussing on: 1) humanitarian needs and livelihoods; 2) GBV and conflict; and 3) resilience and advocacy.

Key outcomes

• The Irish Aid-funded HPP programme is delivered with impact in line with agreed objectives, with funds used for designated purposes and with high standards of monitoring and adaptive programming.
• Humanitarian and financial policies and procedures are complied with, including reporting requirements.
• Partner capacity is strengthened in key areas such as monitoring, evaluation and reporting, as well as technical areas such as accountability and meaningful participation, inclusive programming, resilience and community-led processes such as PVCA and CAP.
• Project are developed, based on assessments, with clear plans and evaluation of previous interventions, in line with Christian Aid’s best practice requirements.
• Positive relationships maintained and developed with partners and colleagues through effective communication.
• Lessons from programme implementation shared across the programme and more broadly between programmes undertaking similar work.
• Strong linkages maintained between partner work and advocacy, communications and fundraising activities in Ireland and elsewhere.
• Strong alignment maintained with Christian Aid’s Global Strategy

Applied skills/knowledge and expertise
Essential

• Degree or equivalent in relevant technical discipline.
• Knowledge of: emergency relief, rehabilitation and development issues; capacity building tools and techniques; Sphere and Red Cross Code of Conduct, CHS and other humanitarian standards; inclusion, gender and livelihoods approach in relief and recovery
• Awareness of conflict-sensitivity approaches and conflict analyses
• Fluent spoken and written French and English
• Successful project proposal preparation and subsequent funding from a donor; Project/programme management; Direct experience of project cycle management approaches and tools.
• Working with and developing partner capacity
• Ability to work on own without requiring much support or supervision
• Ability to be a good team player and in building relationships across cultures and at all levels .
• Experience of supporting emergency projects and/or programmes with local partners, preferably in all or several of the 3 HPP countries.
• Understanding of financial controls and procedures, including experience of working with and monitoring large and complex budgets, and using spreadsheets for financial analysis and management.
• Ability to work and effectively respond to changing and volatile contexts, and to adapt the programme accordingly in a way that ensures continued impact and quality.

Desirable:

• Knowledge of the political, social and economic context of the region and the development issues and challenges it faces.
• Working knowledge of peace-building, conflict analysis and / or GBV.
• Relevant post graduate degree in development or humanitarian discipline.
• Professional experience living and working in a humanitarian context.
• Knowledge of the role of churches and ecumenical organizations in relief and development
