Short-term Consultancy Opportunity: Training on Disaster Risk Reduction Consultancy

PCF is implementing projects through local and experienced partner organisations, which are responsible for the planning, implementation, monitoring and evaluation of the joint projects.
In Tanzania, PCF is working with two local partner organisations. The Southern Highland Participatory Organisation (SHIPO) implements the project “Boresha Elimu Mbozi” in Mbozi District (Songwe Region). This project aims to improve teaching quality and reduced absenteeism among the female and male teachers, performance of school management to maintain safe and gender friendly school environment and promote engagement of parents and community in the education process of their girls and boys. Community Aid and Social Education Empowerment (CASEE) implements the project “Elimu Sawa Kwa Wote” in the Arusha Region. The aim of the project is to promote the school quality teaching by empowering teachers, school management and committee by providing trainings, promote safe school environment and parents and community engagement in education.

1. Objective of the TrainingPCF provides funding to local organisations and aims to strengthen their staff capacities and skills to achieve the programme outcomes. To support local partner organisations PCF would like to offer a training for SHIPO and CASEE project staff on disaster risk reduction. The training shall be tailored to the specific needs and knowledge of the PCF’s partner organisations.
   The training shall enable participants…
   – to gain general knowledge and increase awareness on the key concepts of Disaster Risk Reduction (DRR) and Disaster Risk Management (DRM) with a focus on the Tanzanian context, notably education system,
   – to learn what measures education stakeholders can take to prevent adverse impacts of hazards (prevention), to prepare an effective response to hazards (preparedness) and limit the adverse impacts of hazards (mitigation). This should be guided by the Comprehensive School Safety Framework (CSSF), UNESCO Green school quality standard, and other relevant global frameworks for child rights and child protection
   – to identify and assess specific risks and develop contingency plans for CASEE and SHIPO projects, taking into consideration the Tanzanian National Disaster Management Strategy (NDMS) 2022–2027
   – to learn how DRR can be included in the project planning of new projects phases, strengthening resilience in schools and communities
2. Participants
   Participants will be selected from PCF’s partner organisations in Tanzania as identified per the organisation’s DRR capacity needs. At present, PCF country office is working with two partners, which are local NGOs of medium size. The organisations have a lot of expertise in the field of education but are still relatively new to the topic of DRR. The training shall be conducted for a minimum of 7 and maximum of 10 participants.
3. Tentative Agenda
   The training agenda shall be developed in close cooperation of PCF and the external service provider. The main topics will be:1. Theoretical part
   – Introduction to DRR &DRM
   >> Understanding key concepts and terminology
   >> Link to sustainable development and climate resilience

   – DRR in the education sector
   >> Importance of DRR in schools and communities
   >> Overview of relevant frameworks (CSSF, UNESCO Green school quality standard, Tanzanian NDMS 2022–2027)

   2. Practical part
   – Risk identification & contingency planning
   >> Assessing risks in school settings (in a participatory way, encouraging ownership of government authorities, school staff, communities and students)
   >>Developing contingency plans considering NDMS 2022-2027

   – Embedding DRR in educational programs
   >>Adapting DRR into curriculum & extracurricular activities
   >>Linking DRR to ongoing PCF project activities (if possible including a field visit to a PCF project school for a hands-on school/ community scan to see how first level DRR measures can be integrated in current project activities

   In order to determine the current knowledge and exact needs of the participants, an assessment questionnaire shall be developed and circulated by the facilitator upon provision of participants’ contacts. The results will inform the detailed planning and agenda of the training.
   A follow-up exercise for the participants shall be part of the training package (participants go back to their respective work and apply their learning), the exact format is to be identified and agreed with the facilitator.

4. Dates, Language and Place
   Preferred dates for the training are between 2nd and 6th June or 23rd – 27th June 2025. The duration of the training should not exceed 5 (excluding arrival and departure of the facilitator and the participants). The training shall be held in English take place in Tanzania (exact location will be defined). Costs for transport, accommodation and alimentation are covered by PCF.
