The International Assistance department has opened a vacancy for a Project and Program Management delegate who will be responsible for supporting Sudan Red Crescent Society in the implementation of NLRC-supported projects.

Position title: Project and Program Management delegate, Sudan

Duty station: Port Sudan, Sudan at the commencement of the assignment. The duty station is expected to transition to Khartoum, Sudan, subject to operational requirements, security conditions, and organizational decisions.

Time period: 1 year, with possibility of extension

Purpose of the position

The International Assistance department is looking for a Project and Program Management delegate to manage Netherlands Red Cross supported projects in Sudan, with focus on Anticipatory Action, DRR, Climate Change Adaptation (CCA). The delegate will be responsible for supporting the Sudan Red Crescent Society (SRCS) in the implementation of Water at the Heart of Climate Action projects (funded by Dutch MoFA, Italian MoFA and UNDRR). In this role you will actively coordinate, and exchange information and ideas with the NLRC Country Representative and other NLRC staff to ensure overall coherence of the NLRC support to SRCS. This is a consortium project and you would need to coordinate and work together with Red Cross, UN partners and government departments and ministries. In addition, as a program manager this role supports the Country Representative with maintaining an oversight and ensuring alignment within the broader NLRC supported portfolio in Sudan.

The delegate will ensure projects and all activities:

• adhere to project MoU terms and conditions;
• adhere to accepted humanitarian standards; and align with IFRC principles, approaches and ways of working (e.g. do no harm; community engagement & accountability; and protection, gender and inclusion);
• align with SRCS strategic plans and interests, in particular to the Sudan Complex Crisis SRCS Masterplan, Unified Plan and WASH emergency response plan;
• ensure back donor financial compliance; and
• promote SRCS National Society Development and collective efforts towards localisation

We seek a candidate with strong project management and coordination skills, who enjoys teamwork and improving programme oversight. While technical expertise in Anticipatory Action, DRR, and CCA is a plus, it is not a requirement.

Background

NLRC and SRCS have been working together since 1986 with a focus on WASH, community health, data, and disaster preparedness, anticipatory action and more recently localisation and digital transformation. Our overall aim is to support SRCS in strengthening community resilience in Sudan. Since April 2023 a conflict started in Sudan, with devastating impact: currently almost half of the population in Sudan is in need of support, whilst approx. 9million people have fled their homes (IDPs and refugees to neighbouring countries).

NLRC delegation is based in Port Sudan and exploring options to return back to Khartoum. NLRC works under the security umbrella of ICRC.

The NLRC Project and Programme Management Delegate is responsible for supporting SRCS with the implementation of the Water at the Heart Programme in Sudan, which consists of three interconnected sub-projects that together form the core portfolio of the role.

1. Water at the Heart of Climate Action (Funded by Dutch MoFA): An Anticipatory Action project of 5 years, “Accelerating and scaling up water action to reduce risks and increase climate resilience” with approx. EUR 1.5 million budget. The delegate will support SRCS with the implementation of this project, and strengthening in country coordination mechanisms in which all consortia members participate.
2. Water at the Heart of Climate Action (funded by Italian MoFA): this is an additional grant contributing to the same objectiveswith an additional EUR 1.3 million of budget for 2 years.
3. Water at the Heart of Climate Action (funded by UNDRR): this is another top-up to the above projects, with an additional funding of USD 250K.

Position in the organization

The Project and Programme Management Delegate is based in the NLRC delegation office in Sudan. The position sits within the Partnership Unit of the NLRC International Department and reports to the NLRC Country Representative. On technical matters related to Disaster Risk Reduction (DRR), Anticipatory Action (AA), Climate Change Adaptation (CCA), data transformation and WASH, the delegate works in close coordination with relevant departments within SRCS and NLRC technical units. The delegate represents NLRC to the other consortium members in the Water at the Heart program.

Summary statement and responsibilities

Project Management – Water at the Heart of Climate Action (WHCA)

• Act as NLRC’s budget holder and project manager for the WHCA programme
• Monitor budget and expenditure, and follow up with SRCS and other Consortium Partners to ensure activities and procurements are planned in time – and ensure working advances and full accountabilities are submitted in a timely manner
• Lead the planning, budgeting, implementation, monitoring, evaluation, and reporting above mentioned projects projects on behalf of NLRC, in close coordination and collaboration with SRCS and NLRC colleagues as well as external partners
• Engage actively with project stakeholders including UNDRR, WMO, relevant government bodies, and other in-country partners to ensure alignment and synergy
• Co-develop country plans and budgets with SRCS and NLRC colleagues
• Facilitate regular communication with SRCS regarding donor requirements and NLRC internal policies and procedures
• Ensure quality implementation and compliance with donor and NLRC standards throughout the project cycle, including planning, reporting, and monitoring, in line with signed MOUs and grant agreements
• Support SRCS in applying consistent administrative, financial, logistical, and accounting procedures
• Review project progress jointly with SRCS, track performance against targets, and assess quarterly programme and financial reports with senior management
• Ensure visibility and communication plans are implemented across all project partners

Program management

• Assist the Country Representative in coordinating and monitoring the overall performance of NLRC’s programme portfolio in Sudan
• Ensure alignment between the different projects within the NLRC supported portfolio with the broader SRCS portfolio and priorities
• Contribute to the development and improvement of tools that enhance project oversight and performance tracking
• Support the delegation team in ensuring proper planning, reporting, and monitoring across all projects, in line with donor and NLRC procedures
• Assist SRCS to apply consistent formats and guidelines for administrative, financial, logistical, and accounting processes
• Contribute to resource mobilization efforts, including national and regional level funding opportunities in line with the localization agenda
• Promote a well-coordinated and complementary approach within the Red Cross Red Crescent Movement, ensuring close cooperation with Movement partners involved in AA, DRR, CCA, and WASH – including from a National Society Development (NSD) perspective
• In close coordination with the NLRC Country Representative, support ERCS in maintaining and strengthening external partnerships with national stakeholders, including relevant ministries and government agencies at all levels
• Support ERCS in maintaining and expanding its position as a key national actor in the areas of Anticipatory Action, Early Warning Early Action, Disaster Risk Reduction and Resilience Building

In execution of the above responsibilities key is to uphold the Fundamental Principles of the Red Cross Red Crescent Movement and comply with the Code of Conduct and policies.

Requirements/Qualifications

1. Master’s degree in either water resource management, disaster risk management, climate science or related field. First degree with relevant experience could also be considered
2. Minimal of 5 years experience in project/program management on at least one of the above subjects, and including Experience in narrative and financial reporting and finance management
3. Experience working and living in another country/context than your domicile
4. Strong project management skills, including PMER, financial monitoring and narrative and financial reporting
5. Experience as a consortium lead or coordinator
6. Experience and understanding of triple nexus: humanitarian aid, development and peacebuilding
7. Experience in capacity building, mentoring and trainings of local and international staffs
8. Excellent writing skills for reporting and proposal development
9. Fluent written and spoken English

Preferred

• At least 5 years’ experience in project/program management of community development-related projects in collaboration and coordination with governments, humanitarian aid agencies & civil society
• Experience in Anticipatory Action (AA)/Early Warning Early Action (EWEA), including trigger setting, developing of early action protocols etc., is a strong preference
• Experience in working in Sudan or MENA context
• Red Cross/Red Crescent knowledge and experience and working with an HNS
• Experience of working with institutional donors
• Direct experience as a Partner National Society, IFRC or ICRC delegate
• Knowledge of Arabic
• Remote management experience
