Programme Officer – Livelihoods, DRR/CCA and Livestock Full Time

About the Role

The Programme Officer will lead and support the quality implementation of the THRIVE Programme in Fashoda and Panyikang Counties. The role will provide technical and programme management support to CDoM, with a focus on livestock development, disaster risk reduction (DRR), climate change adaptation (CCA), early warning systems, anticipatory action, livelihoods and resilience.

The post-holder will work closely with CDoM, CAFOD, Trocaire and THRIVE Consortium partners to strengthen programme delivery, partner capacity, monitoring, reporting, learning and coordination with communities, local authorities and other stakeholders.

Key Responsibilities

• Support planning, implementation, monitoring, evaluation and reporting of THRIVE activities.
• Provide technical guidance on livestock, DRR/CCA, early warning and anticipatory action.
• Strengthen the capacity of CDoM staff and local partners.
• Lead preparation of programme reports, assessments, sitreps and other documentation.
• Support community-based structures, including Community Action Groups and Payam Disaster Management Authorities.
• Coordinate with local authorities, communities, UN agencies and other stakeholders.
• Contribute to needs assessments, learning, advocacy, case studies and programme development.
• Ensure compliance with donor, safeguarding, accountability and programme quality standards.
• Line-manage CDoM Project Officers covering livelihoods, DRR/CCA and livestock development.
• Promote effective partnership working and representation at county level.

Person Specification

Essential:

• University degree in rural development, agriculture, livestock/veterinary studies, natural resources management, community development or a related field.
• At least 4 years’ relevant technical and practical experience in South Sudan, including livestock, DRR, CCA, early warning, anticipatory action, livelihoods or resilience programming.
• Experience in programme cycle management, monitoring, assessment and reporting.
• Experience working with and through local/national partner organisations and strengthening partner capacity.
• Knowledge of humanitarian and development quality standards, including SPHERE, Core Humanitarian Standards, LEGS and Do No Harm.
• Strong analytical, communication, coordination and problem-solving skills.
• Experience in budget development, management and monitoring.
• Fluency in written and spoken English and spoken Juba Arabic.
• Ability to work and travel in insecure environments and manage personal and programme security.
• Good working knowledge of MS Word, Excel and PowerPoint.

Desirable:

• Knowledge of the Upper Nile context, particularly Malakal, Fashoda and Panyikang, and local languages.
• Understanding of the Catholic Church and alignment with CAFOD’s vision, mission and values.
