Founded in 1980 as the third global CARE member, CARE Deutschland e.V. is part of the CARE International confederation and has over 75 years of development experience. CARE Germany’s mission centers on empowering women and girls, engaging men and boys, and advocating for change in society and governance – with a strong focus on socially excluded minorities and marginalized populations.
Years of political instability, insecurity, fragmented governance, and economic decline have weakened local institutions and reduced livelihood opportunities across urban Libya – challenges intensified by Storm Daniel in September 2023, which destroyed an estimated 3,000 businesses in Darna, causing widespread displacement, income loss, and unemployment.
CARE Deutschland e.V. is developing a project to build sustainable livelihoods and inclusive community resilience in Darna and surrounding areas, combining a Climate Vulnerability and Capacity Assessment, safe spaces and social inclusion support, vocational/business/digital skills training, entrepreneurship support, municipal capacity-building for heritage preservation, and community-led climate adaptation initiatives.
Purpose of the Consultancy:
CARE Deutschland e.V. is seeking to contract an external consultancy to conduct a Feasibility Study assessing the viability, risks, and opportunities of the proposed project, and to provide a strong evidence base to inform its final design and implementation – including the Theory of Change, results framework, targeting, partnership arrangements, and risk mitigation measures.
The consultancy will cover:
The methodology combines desk review, field research, and stakeholder consultations (KIIs, FGDs, surveys) with women, youth, IDPs, vulnerable households, artisans, entrepreneurs, municipal authorities, civil society, and cultural heritage stakeholders.
Multidisciplinary teams combining climate resilience, livelihoods/market systems, social inclusion, cultural heritage, and financial/economic analysis expertise are encouraged.
