CSU will be implementing three projects – Rapid Stabilization Support (RSS) funded by FCDO, the Climate-adaptive stabilization in newly liberated areas of Somalia program funded by EU and potentially the Stabilization and Recovery in Somalia (SRS) funded by GFFO. IOM therefore is looking to hire a Snr Programme Assistant (Youth and Genderto support the unit and these projects in close coordination with the National Stabilization Officer and Programme Manager (Community Stabilization).

Below roles are under all 3 projects and in all federal member states:

1. Actively seek opportunities and contribute to designing stabilization activities focusing on women, youth, children, people with disabilities, minorities, and other marginalized groups at grassroots level
2. Drafting activity proposals and budgets for donor approval on activities focusing on youth and gender
3. Lead the implementation of stabilization activities focusing on women, youth, children, people with disabilities, and other minority and marginalized groups, at field level across Southwest and Jubaland in close coordination with the National Programme Officer. This includes regular meetings with communities, women leaders, local authorities and the government for implementation procedures and timeline.
4. Lead research in relation to women and youth activities
5. Liaise with relevant stakeholders for the women-centered activities specifically Ministry of Women, Ministry of Interior, local authorities, women community leaders, female community members, and others.
6. Coordinate with IOM Somalia Resource Management Unit including procurement of necessary materials, supplies, logistical support, and payment of vendors for all activities on a timely manneer.
7. Continuously monitor progress against objectives and indicators of activity providing inputs to the M&E team.
8. Work with the IOM Somalia Procurement and Finance Units on the timely implementation of activities and submission of payment documentation for relevant activities.
9. Provide regular updates to the National Programme Officer (Stabilization) and prepare activity reports.
10. Support the communications team in providing inputs to visibility and communications products in accordance with communications plan and donor compliance
11. Review all deliverables submitted by implementing partners/service providers on youth and women related activities prior to sharing with the Program Officer (Stabilization) for approval
12. Be the focal point for liaising and coordinating with all implementing partners/service providers on youth and women related activities
13. Develop activity-level concept notes and activity proposals.
14. Actively seek opportunities for collaboration with other peacebuilding partners, especially those focusing on women, youth, children, people with disabilities, minorities and other marginalized groups and ensure coordination at field level.
15. Support on mainstreaming inclusion equality (gender, youth, people with disabilities, and other minorities) in Community Stabilization activities.
16. Support other stabilization projects besides Daryeel when needed (UNPBF and STEP).
17. Undertake duty travels to provide technical support for activity implementation as needed.
18. Perform any other duties as may be assigned, based on needs and the capacity of the candidate.

• Under the overall guidance of the Senior Programme Coordinator (Community Stabilization), and under the direct supervision of Programme Manager (Community Stabilization), the successful candidate will provide oversight and support to planning, coordination and execution of community stabilization activities in Southwest, Hirshabelle, Galmudug and Jubaland in coordination with National Stabilization Officers and field staff.

• Five years of relevant professional experience in women-centered and/or women-related stabilization and peacebuilding activities.
• Demonstrated knowledge in community-based activities, stabilization, and peacebuilding concepts. Previous work experience in coordinating with local and state government authorities and civil society organizations.
• Demonstrated proficiency and knowledge of information technology in Microsoft Office applications especially Excel, Word, and PowerPoint
• Strong analytic and organizational skills; strong creative and innovative thinking skills;
• Proven ability to work effectively in a complex collaborative environment, including government stakeholders.

SKILLS

• In depth knowledge of the broad range of women empowerment and gender quality related subject areas
• In depth knowledge of community-based activities.
• Knowledge of UN and bilateral donor programming.
• Working experience with women, youth, children, people with disabilities, minorities and marginalized communities
• Sound knowledge of project implementation;
• Good level of computer literacy
