1.0 Project Description
World Vision, with funding from USAID/Bureau of Humanitarian Assistance (BHA), is implementing a Resilience Food Security Activity (RFSAs) aimed at improving and sustaining the food security of urban and peri-urban extremely poor, socially marginalized internally displaced persons (IDP) and surrounding host communities (HC) in Baidoa and Hudur.
EMERGE: Empowering Marginalized Groups through Economic Graduation in Somalia is a consortium led by World Vision Somalia, comprising Core Consortium members and Implementing Partners. EMERGE aims to improve and maintain food security for extremely poor and socially marginalized populations in Internally Displaced Settlements and surrounding host communities in Baidoa and Hudur in the face of shocks and stresses. EMERGE aims to achieve three main purposes, which include:
Among the activities is a Power Dynamics Assessment, an in-depth, multidimensional assessment evaluating Socio-Economic, Political Drivers of Exclusion, Drivers of Vulnerability, and Gender Exclusion Dynamics. By understanding subgroup nuances, we can effectively reach the most marginalized and vulnerable households, avoiding elite capture and aid diversion.
The PDA will allow EMERGE to understand sociopolitical drivers of social exclusion and how to navigate them, analyze drivers of vulnerability and support contextualized solutions, and ensure planning processes address gender dynamics, inequalities, and social inclusion for long-term transformational efforts. Given the inherent sensitivities of the PDA, EMERGE seeks objective, trusted consultants with proven capacity in Vulnerability, Do No Harm, and Political Economic Analysis assessments within the Somalia context.
The PDA will deploy WV’s participatory Making Sense of Turbulent Contexts (MSTC) framework to identify nuanced conflict triggers in both districts. It will draw on principles of Everyday Political Economic Analysis, assessing who holds (and has the ability to influence the distribution of) power and resources, is represented (and excluded) in various governance and decision-making bodies, and what formal and informal processes and incentive structures exist—linking them back to Do No Harm and protection principles.
The Political Economic Analysis also incorporates Do No Harm Analyses, which include a breakdown of clan dynamics and relations between host and IDP communities, as well as other sensitive, yet crucial, topics—including a focus on intersectional marginalization.The PDA will inform the Gender, Youth, and Social Inclusion Analysis, which includes key issues disaggregated by gender, age, clan affiliation/ethnicity, and disability, assessing challenges and opportunities faced by each group.The Analysis results will assist EMERGE in fully integrating sub-population-specific considerations into Activity interventions.
The scope and focus of the EMERGE project are to improve and sustain the food security of extremely poor and socially marginalized populations in Somalia. This will be achieved by addressing the underlying causes of vulnerability to environmental and socio-economic shocks through economic graduation. Specifically, the assessment seeks to:
1. Conduct a Power Dynamics Assessment to understand social exclusion and vulnerability drivers.
2. Deploy WV’s participatory Making Sense of Turbulent Contexts (MSTC) framework to identify conflict triggers, monitor those triggers, and inform the Fragile Context Programming Approach.
3. Conduct Political Economic Analysis to assess power dynamics, representation, and governance structures for the most effective implementation entry points.
4. Incorporate Do No Harm Analyses to understand clan dynamics and relations between host and IDP communities, thereby improving and sustaining peacebuilding efforts.
5. Conduct Gender, Youth, and Social Inclusion Analysis to identify specific needs and challenges.
6. Integrate the Findings and Recommendations, including sub-population-specific considerations, into Activity interventions.
3.1. ASSESSMENT DESIGN
The assessment will focus on collecting, cleaning, and analyzing both secondary and primary data. Sampling will comprise districts and villages where the program will be implemented, targeting program stakeholders to gather real-time insights. Stakeholders will include target project beneficiaries, community governance structures, host communities, religious leaders, youth, women, business community groups, children, people with disabilities, local community committee leaders, and various community groups. It will also include strategic partners, such as local government representatives and other humanitarian actor.
3.2. METHODOLOGY
The study will employ a cross-sectional survey research design that incorporates both qualitative and quantitative data collection and analysis techniques. The consultant will be expected to propose an appropriate and detailed methodology for conducting this study.
This includes specifying the data collection methods, phasing the implementation to ensure rigorous data triangulation between the methods, developing data collection tools corresponding to the type of information to be collected and the target population, and determining the sample size for both qualitative and quantitative data, along with the calculation formula used to arrive at such, with all parameters defined. The qualitative data needs to indicate the key stakeholders to be involved in key informant interviews and focus group discussions. The consultant will also need to propose the methodological approach, including research design and sampling approach.
In collaboration with WV, the consultant will compare and validate his/her assessment tools in line with WV’s Making Sense of Turbulent Contexts (MSTC), Political Economic Analysis, and Do No Harm frameworks to ensure relevance and consistency. The finalized assessment tools shall be approved by WV technical teams.
World Vision recommends that the consultant employ innovative data collection technology for quantitative data. The consultant will also be responsible for engaging and managing the team of data enumerators during the data collection period.
