Overview:
Sierra Leone has made remarkable progress expanding access to primary health care in the past two decades, however, the capacity for service delivery and quality of care issues remain concerning. Workforce absenteeism, under-resourced health facilities, limited infrastructure (water, sanitation and electricity), and weak data quality, result in poor health outcomes. Ending early child marriage has entered a third phase with increasing United States support to the program (via UNFPA and UNICEF). USAID/Guinea-Sierra Leone’s Health Office Team (HLT) oversees efforts to improve health care delivery systems, with a specific focus on country strategies to increase access to primary care services, and strengthen the supply chain, and accelerate the digitalization of health information systems (following the country’s 2023 digital development roadmap). The HLT team manages a portfolio of $42.5 million annually that encompasses malaria, Global Health Security, maternal, newborn, child nutrition, and family planning/adolescent health and will launch USAID’s first integrated health program in early 2025. A staffing gap is anticipated to begin in January 2025, which will pose a challenge to manage the team’s new and ongoing activities. The Mission is therefore requesting TDY support from an experienced retired health officer or retired senior health FSN interested in learning about and supporting an exciting and complex country context.
On behalf of USAID/Guinea-Sierra Leone, IBTCI seeks a highly motivated and experienced LT Health Advisor to provide Temporary Duty (TDY) support with the Country Office based in Freetown. Reporting to the Health Office Director, the TDY Health Advisor (Deputy Health Office Director) will primarily advance programmatic objectives and planning toward improving the quality of and coverage of primary health care and aspects of health system strengthening. This TDY can accommodate multiple candidates who can commit to a duration of a minimum of eleven months and a maximum of twelve months, within the period of January 20 to December 19th, 2025. USAID/Guinea-Sierra Leone will exclusively review applications from qualified TCN or US Citizen candidates and would provide embassy housing or pay for local accommodation and offer a rest and recuperation visit during the TDY.
