Salaire : €3,000 à €3,600 par mois (selon les implications fiscales), 33 jours de congé annuel (plus R&R, logement local et de nourriture dans le pays)

Ce programme existe parce que nous avons été invités à agir. Les communautés et les autorités touchées par le conflit dans cette région frontalière ont reconnu l’impact de notre travail de longue date en RCA, au Soudan et au Soudan du Sud, et nous ont invités à mettre en place des programmes miroirs au-delà des frontières du Cameroun et du Tchad. Le donateur a également reconnu l’impact de ce travail et nous a contacté unilatéralement en nous proposant une subvention importante sur quatre ans pour mettre en œuvre ce programme.
Chez Concordis, il ne suffit pas de simplement proposer des activités de programme ; nous visons un impact durable sur la paix, en nous attaquant aux causes profondes des conflits et en mesurant les changements d’attitude et de comportement attribuables à notre travail. Pour cet important poste de responsabilités, le candidat retenu sera un artisan de la paix expérimenté, capable de diriger une équipe, gérer une base, et aller au contact des femmes et des hommes qui ont été profondément affectés par des conflits, de façon humble et proactive.
Vos précédentes expériences dans la consolidation de la paix dans la région, seront des atouts essentiels. Vous maîtrisez le français à titre professionnel, la maîtrise de l’arabe et de l’anglais étant souhaitable.
Le chef de projet dirigera une équipe composée d’un responsable financier, d’un gestionnaire de programme, de deux chargés de programmes, d’un chauffeur, d’une femme de ménage et de gardes de sécurité. Avec votre équipe, vous mettrez en œuvre un projet de consolidation de la paix financé par l’Union Européenne au Tchad. Les activités incluront des ateliers, des consultations et d’autres activités de consolidation de la paix, toutes réalisées avec et par le groupe de conseil de Concordis. Celles-ci viseront à promouvoir la transformation des conflits entre éleveurs et agriculteurs. Dans le cadre de la conduite de ces activités, vous rendrez des rapports auprès de l’équipe de gestion basée à Yaounde.
Les activités que nous menons peuvent demander un investissement important de la part de nous tous, et nous attendons beaucoup de celui ou celle qui occupera ce poste, cependant il/elle pourra compter sur le soutien d’une équipe impliquée dans un projet passionnant, et contribuant à apporter un changement significatif en faveur de la paix.
Ce poste est ouvert aux ressortissants tchadiens ainsi qu’aux ressortissants d’autres pays, et tous les candidats doivent être en mesure de vivre et de travailler légalement dans l’un des pays où nous sommes implantés, à savoir: le Tchad, le Cameroun, la République Centrafricaine, le Royaume-Uni, le Soudan, et le Soudan du Sud
Les besoins au Tchad sont immenses, et nous avons besoin que vous ayez la vision et la motivation nécessaires pour regarder au-delà de la prestation de programmes, aussi importante soit-elle, et pour identifier de nouvelles opportunités et de nouveaux financements pour des programmes supplémentaires. Vous soutiendrez l’équipe dans la conception, le développement et la recherche de financement pour de nouveaux travaux qui apporteront un changement mesurable pour la paix.
Vous serez quelqu’un de curieux et voulant passer du temps avec les gens des régions frontalières, où les conflits se combattent et se ressentent. Vous aurez également la confiance et la capacité de participer à des réunions de haut niveau avec des ministres et des ambassadeurs, amplifiant les voix qui sont souvent ignorées par les gouvernants, conduisant à une élaboration de politiques fondées sur des preuves et sensibles aux conflits.
Ce travail peut exiger beaucoup de nous tous, et nous avons de grandes attentes à l’égard de la personne occupant ce poste, mais vous ferez partie d’une équipe solidaire, dirigeant un programme passionnant, contribuant à apporter un changement mesurable pour la paix. L’objectif du programme est de prévenir et d’atténuer l’impact des conflits locaux dans les zones frontalières de la République centrafricaine (RCA), du Cameroun, du Tchad et de Darfour, au Soudan. Les quatre pays dépendent fortement des activités agro-pastorales, notamment de la transhumance transfrontalière : le mouvement saisonnier du bétail à travers les frontières à la recherche de bons pâturages.
Le programme de quatre ans vise à s’attaquer aux causes profondes de l’instabilité et des conflits en Afrique centrale, en particulier celles associées à la pratique de la transhumance, en améliorant la résilience des communautés transfrontalières, en renforçant la sécurité locale et frontalière et en promouvant le dialogue local, la résolution des conflits et la coopération transfrontalière.
Le programme s’appuie sur le travail que Concordis mène avec les communautés locales en RCA et au Soudan depuis plus de dix ans et qu’il a récemment été invité par les représentants locaux à étendre aux zones frontalières du Tchad et du Cameroun.

La nature de ce programme régional fait que l’approche changera en fonction des nuances locales du conflit. Cette flexibilité sera essentielle au Darfour, au Soudan, où les activités devront peut-être être adaptées avec agilité en réponse à un contexte en évolution rapide.
