                                                            JOB DESCRIPTION – Chief of Party (COP)

Background:
The goal of the Supporting Transformation of Enterprise Performance activity is to provide technical assistance to the Micro, Small, and Medium Enterprise Development Agency (MSMEDA) to successfully fulfill its mandate to support the growth and resilience of the MSME sector in Egypt. MSMEDA is in need of institutional and technical support and capacity building in order to improve the quality of and access to its service delivery, and to enhance the business enabling environment for MSMEs in Egypt. The Supporting Transformation of Enterprise Performance activity will provide various interventions including organizational development and digital transformation to MSMEDA so that it can effectively implement Law 152/2020 and act more efficiently as a facilitator to improve the provision of financial and nonf inancial services demanded by micro, small, and medium enterprises (MSMES) and startups. The activity will achieve this goal through the following three results:

1. MSMEDA’s effectiveness and efficiency in supporting the growth and development of MSMEs enhanced.
2. Enabling Business Environment for MSMEs Improved.
3. Digital Tools and Technologies Applied by MSMEDA and Accessed by MSMEs.

Summary:
The Chief of Party (COP) will provide overall management and leadership to the focused on advancing the economy of Micro, Small, and Medium Enterprises (MSMEs) in Egypt. This project will involve interventions in the restructuring and organizational development of the Micro, Small, and Medium Enterprise Development Agency (MSMEDA). The COP will be responsible for ensuring successful project implementation, achieving project goals and objectives, and fostering collaboration with key stakeholders.

Responsibilities:

• Provide overall strategic direction, leadership, and management to the project, ensuring alignment with the project’s goals and objectives.
• Develop and implement a comprehensive project work plan, including timelines, milestones, and deliverables.
• Lead and supervise project staff, providing guidance, mentorship, and support to ensure optimal performance and professional development.
• Foster a collaborative and inclusive project team environment, promoting effective communication and knowledge sharing.
• Monitor project progress, identify risks and challenges, and develop strategies to mitigate them.
• Maintain regular communication with project partners, stakeholders, and the donor to provide updates on project activities and achievements.
• Work closely with the project team and stakeholders to develop and implement interventions that support the restructuring and organizational development of MSMEDA.
• Build and maintain effective relationships with key stakeholders, including government agencies, private sector representatives, civil society organizations, and international partners.
• Collaborate with stakeholders to identify opportunities for collaboration, leverage resources, and ensure the sustainability of project outcomes.
• Represent the project and organization at relevant meetings, conferences, and events.
• Ensure timely and accurate data collection, analysis, and reporting to track project performance and impact.
• Document and share project successes, lessons learned, and best practices within the organization and with external stakeholders.

Qualifications:

• Advanced degree in business administration, economics, international development, or a related f ield.
• Previous experience working in USAID project is essential. o Minimum of 10 years of relevant experience in project management, preferably in the field of MSME development or economic development.
• Proven track record of successfully managing and implementing complex development projects, including experience with organizational restructuring and capacity building.
• Strong leadership and management skills, with the ability to effectively lead and motivate a diverse team.
• In-depth knowledge of the MSME sector in Egypt and understanding of the challenges and opportunities in advancing MSMEs.
• Experience working with MSMEDA in Egypt is preferred. o Excellent interpersonal and communication skills, with the ability to engage and build relationships with diverse stakeholders.
• Strong analytical and problem-solving skills, with the ability to develop innovative solutions.
• Fluency in English and Arabic, both written and spoken.
