Energy Sector Regulation and Market Development Project Manager

We are looking for a project manager to coordinate an off-grid energy, energy regulation, and market development  project.

Tasks:

• Overall responsibility for contractor advisory packages, including oversight of ToRs, work plans, budgets, and quality assurance of deliverables.
• Point of contact for GIZ regarding operational and administrative issues related to the contract.
• Negotiating and managing Requests for Services (RfS), planning assignments, and supporting local and international experts.
• Staff management, including identifying needs for short-term assignments, planning, and managing assignments, supporting regional and international experts.
• Ensuring cross-cutting themes (e.g., gender equality) are integrated into activities.
• Regular reporting, ensuring quality control of reports and deliverables, including gender mainstreaming.
• Timely and smooth implementation of all contract activities.
• Monitoring contract implementation, including expert working days and budget.
• Financial oversight and planning in consultation with GIZ.

Qualifications:

• University degree (master’s preferred) in social sciences, economics, natural sciences, engineering, law, or business administration.
• Proficiency in English (C1 level).
• 10 years of professional experience in contract or project management for international cooperation, with 5 years in the energy sector.
• 1 year of experience in gender mainstreaming or implementing measures supporting gender equity or women’s empowerment, demonstrated through relevant assignments or roles.
• 4 years of management experience in projects or organizations with leadership responsibility for ≥5 people.
• 5 years of experience in development cooperation projects or organizations.

General Skillset:

• Team player.
• Preferably proficient in German (B2 and higher).
• Experience with GIZ projects preferred.
• Proficient in Microsoft Office (Word, Excel, PowerPoint, Teams) and SharePoint.

We are recruiting for the GET transform project, which focuses on off-grid energy, energy regulation, and market development.  OPM has been shortlisted and is preparing an offer.  Ideally, this role would be based in Berlin, but could consider OPM’s UK or African offices for an exceptional candidate.
