Organizational context
The UN Capital Development Fund (UNCDF) makes public and private finance work for the poor in the world’s 47 least developed countries. With its capital mandate and instruments, UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development. UNCDF’s financing models work through two channels: financial inclusion that expands the opportunities for individuals, households, and small businesses to participate in the local economy, providing them with the tools they need to climb out of poverty and manage their financial lives; and by showing how localized investments through fiscal decentralization, innovative municipal finance, and structured project finance can drive public and private funding that underpins local economic expansion and sustainable development.
Recently, UNCDF has formulated its strategy ‘Leaving no one behind in the digital era’ based on over a decade of experience in digital finance in Africa, Asia, and the Pacific. UNCDF recognizes that reaching the full potential of digital financial inclusion aligns with the vision of promoting digital economies that leave no one behind.
UNCDF is in the process of implementing the Salon Access to Finance programme in Sierra Leone funded by the EU with the overall objective of contributing to sustainable and inclusive economic development and job creation in the agricultural sector. As part of the EU funded Jobs and Growth programme, “Salone Access to Finance” will promote financial inclusion, access to finance and risk management for agri-businesses. The component will specifically contribute to the two specific objectives: 1). Improved investment climate and business environment and 2). Agro MSMEs show improved performance and expansion.
The UNCDF programme is designed around 4 pillars:
1. Investment
2. Insurance
3. Digital; and
4. Business environment
These will be complemented by a set of activities on Research and Knowledge sharing which cut across the different workstreams. The four mutually reinforcing pillars aim at enhancing access to financial services and diversifying risks across agricultural value chains. The program aims at boosting food and nutrition security, jobs, and wealth creation. The program will target specifically youth, women, and people with disabilities.
The innovative design approach combines technical and financial assistance for MSMEs in the form of grants from UNCDF and loans obtained from local financial institutions together with technical assistance provided to financial services providers to handle a sector they are less familiar with. This approach comes with the development of a digital platform to facilitate the delivery of services, reporting and credit scoring of MSMEs active in the agricultural sector.
Scope of Work:
The overall responsibility of the Investment Analyst will be to help UNCDF better exploit its investment mandate and architecture in Sierra Leone. The Investment Analyst will provide guidance throughout the Jobs and Growth facility investment process, including the initial assessment of new opportunities, the due diligence and credit analysis, and the monitoring and follow-up of deployed transactions in close collaboration with participating financial institutions. The Investment Analyst will support UNCDF’s participating financial service providers in sourcing and screening relevant investment opportunities, which can be supported through the use of loans and guarantees.
Under direct supervision of the Programme Manager / Country Lead, the incumbent will work closely with the UNCDF HQ and regional Investment team to carry out an independent risk assessment and sometimes help structure the financial transactions. Along with the transactional work, it will be important to continuously build new knowledge from investing in different thematic areas and be able to share that knowledge with partners.
Lastly, the work will also include activities to partner over new initiatives and raise funds for the same initiatives.

Institutional Arrangements
The Investment Analyst will report to the Inclusive Digital Economies – Programme Manager in Sierra Leone. S/he will work closely with the programmes team with focus on areas of SME finance (Agribusiness and/or clean energy space in the context of financial inclusion); Project finance; Micro finance institutions; Managing Loans and Guarantee instruments etc. The Investment Analyst is expected to interact regularly with the regional team in Dakar and IDE Management as well as UNCDF’s Investment Platform for the LDCs.
