The Ministry of Environment (MINAMB) in the capacity of National Designated Authority (NDA) for Climate Finance has received grant funding from Green Climate Fund (GCF) to undertake a two-year Readiness project with the Global Green Growth Institute (GGGI) as delivery partner.
The project objectives are to support the development of the criteria and framework to nominate two direct access entities to the GCF; support the strengthening of the systems (including human, technical and institutional capacity) within the NDA in areas relevant to the objectives of the GCF and establish a mechanism and system within the NDA to enable the NDA to fulfil its roles and responsibilities to enhance their ability to access climate finance. In addition, it will support the enhancement of coordination mechanisms and no objection procedures following multi- stakeholder consensus; develop Angola’s GCF country programme and a strategy for private sector mobilization and a climate finance tagging system for tracking internal and external financial flows. At the final stage, this Readiness grant will develop or improve two concept notes for submission to the GCF.
The Senior Assistant will support the implementation of the project “Readiness Support to strengthen Angola NDA’s institutional capacity, mechanism and Country Programming for strategic engagement with Green Climate Fund (GCF)” which aims to directly enhance Angola’s readiness to access climate finance and develop the GCF Angola Country Programme, and another GCF Readiness Project. The role will be part-time as 50% FTE will work on this project with the other 50% on another GCF project expected to be approved during that period. The Senior Assistant will support the GCF Project Manager in the day-to-day basic transactional and implementation of the grant including but not limited to 1) preparing estimates, budgets, forecasts, reports, and other submissions as may be required; 2) leading the procurement process and facilitate the recruitment processes related tasks; 3) arranging and facilitating the workshops, multi-stakeholder consultations and any bilateral meetings with the NDA and key stakeholders, and providing backstopping as needed 4) leading the publication and dissemination of the NDA’s website content for relevant stakeholders in close collaboration with the consulting firm; 5) supporting other administrative related tasks related to the GCF grant agreement. The staff will be based in Luanda, Angola upon arrangement with the NDA.
Working with the NDA, GGGI, consultants and partners at all stages in the project implementation process by providing administrative support for the implementation of the project where needed to ensure alignment with both GCF and GGGI’s strategies and policies as well as assuring the overall direction and integrity of the project, and project administration.
The Senior Assistant will work closely with the team and the related government institutions at the national and sub-national level to deliver on the day-to-day project activities and will ensure that the following deliverables:
The Senior Assistant is an X5 grade level in GGGI’s national salary scale. Determination of base salary is subject to candidate’s experience, academic background, and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance. This is a national position and does not include relocation benefits.
