Functional Responsibilities 

Under the direct supervision of the Head of Project Unit (HPU), responsibilities of the Information Management Senior Associate will include the following tasks:

Information management and reporting 

• Assist in the data verification process, especially for all KOICA related activities.
• Ensure quality standards, procedures implementation, and quality assurance checks on reported data before, during and after data entry, in consultation with the projects teams.
• Assist in the identification of data requirements and data sources that can be used within tools to support decision making processes for the programme and its stakeholders.
• Assist in maintaining the UNMAS programmes’ Global Information Management System, and assist the UNMAS DRC IM Technical Support team in amending system features and tools as required.
• Assist in the integration and use of the Global Minimum Data Requirements in the DRC Operational database.
• Assist in the translation of business requirements into functional and technical requirements and ensure the maintenance, servicing and development of Surveys and GIS database, and associated reporting mechanisms and dashboards.
• Assist in the development of various types of information and analytical products used within Portal for ArcGIS web applications.
• Initiate the production of statistics, maps, charts, presentations and reports, and identify and adapt alternative solutions based on reporting needs.
• Communicate with relevant units on management and implementation of data access procedures and license distributions.
• Assist in maintaining the UNMAS DRC systems using platforms, including Google Cloud and Google G-Suite among others, to facilitate sustainable information management and analytics solutions.

Coordination

• Communicate with with project, implementing partners and external stakeholders to implement the organizations’ IM strategic and operational needs.
• Communicate with UNOPS Information Management & Analytics Team (IMAT) and UNOPS PSC counterparts to improve IM System features and to implement future applications as needed; liaise with the Directorate of Mine Action, linking to DMA Liaison Officer and UNMAS DRC Projects teams, and representing UNMAS in IM meetings with the Directorate of Mine Action (DMA).
• Adhere to the UNOPS Health, Safety and Security policies, tools, handbooks and guidelines.

Capacity Development and Knowledge Sharing

• Support colleagues from the IM Section to build and maintain required level of understanding, knowledge and working practice within the IMSMA background.
• Maintain quality assurance of data on identified hazardous areas.
• Assess, propose in coordination with the UNMAS DRC IM technical team to implement activities related to strengthening the IM capacity development of the Congolese Mine Action Center.
• Provide support in training, advice and technical assistance to IM internal and external users and programme partners.
• Support the development of IM training tools, and lead training courses delivered by stakeholders and partners.
• Facilitate new user training and introduction to UNMAS IT system, provide technical support and identify the needs or gaps where additional training should be provided to improve IM understanding, data accuracy and timely reporting.

Education/Experience/Language requirements

• Advanced University degree (Master degree or equivalent) in Information Management System, Information Technologies, Geomatics or other related fields with a minimum of 1 year of relevant experience.

OR

• First level University degree (Bachelor degree or equivalent) in Information Management System, Information Technologies, Geomatics or other related fields with a minimum of 3 years of relevant experience.

OR

• Secondary education (High School or equivalent) with 7 years of relevant experience.

Experience

• Relevant experience is defined as experience in the field of Information Technology, Information Management or Telecommunications and Systems or relevant fields.
• One year of professional experience using GIS tools is required.
• Experience in ESRI ArcGIS PRO is desired.
• IMSMA Core training is desired.

Language

• Fluency in English and French (reading, writing, speaking) is required.
• Fluency in another UN official language is desired.
