Key Personnel – Egypt Full Time

Position Overview: IBI is currently recruiting for several key personnel positions in anticipation of a project based in Egypt. The project will aim to strengthen economic governance in Egypt by reducing corruption and improving public service delivery (at all levels in the Government of Egypt (GoE)) thereby resulting in improved efficiency and accountability. IBI is recruiting an Economist/Public Administration Specialist to assume the role of Chief of Party, a Public Administration Specialist to assume the role of Deputy Chief of Party, a Training Specialist, a Team Leader for the Service Delivery, and a Management Information Systems Specialist.

CoP Key Responsibilities:

• Plan, organize and supervise the overall activities under the task order
• Prepare status reports, budget information and other documentation as needed
• Amend project objectives to reflect changing priorities
• Oversee all financial and administrative activities
• Serve as the institutional liaison to USAID, GOE senior officials, and public and private sector stakeholders

CoP Key Qualifications:

• At least 15 years’ experience related to economic reform or governance programs in challenging contexts, at least 10 of which were leading donor-funded projects
• PhD in public administration or economics is preferred, master’s degree is required
• Experience with anti-corruption programs is preferred
• Middle East experience and knowledge of Arabic is preferred

DCoP Key Responsibilities:

• Oversee project activities and report to USAID in the absence of the CoP
• Lead project efforts to support governance reforms in Egypt
• Develop selection/analysis/tracking methodologies of governance indicators

DCoP Key Qualifications:

• At least 10 years’ experience leading donor-funded projects
• Experience with public sector administration such as design or implementation of data systems to track public sector performance, public outreach related to reform advocacy, and the supervision of research
• PhD in public administration or economics is preferred, master’s degree is required
• Spoken and written fluency in both Arabic and English is required

Training Specialist Key Responsibilities:

• Work with subject matter specialists to develop specific training activities and oversee and coordinate their contributions to the project public sector training components

Training Specialist Key Qualifications

• Ten years’ experience in leading institutional capacity-building for public sector training institutions, and in the design and delivery of training programs
• Experience designing innovative training methodologies such as internet- or cell-phone based programs would be preferred
• Master’s degree in public administration or related field preferred
• Spoken and written fluency in both Arabic and English is required

Team Leader for Service Delivery Objective Key Responsibilities:

• Oversee long and short term staff in the execution of 1-3 initiatives with GoE entities to pilot or institute new approaches to public service delivery

Team Leader for Service Delivery Objective Key Qualifications:

• At least ten years’ experience leading public administration reform efforts in a challenging reform environment, working in partnership with host country institutions and local experts
• Master’s degree in public or business administration or related field preferred
• High spoken and written fluency in both Arabic and English is required

Management Information Systems Specialist Key Responsibilities:

• Work Collaboratively with short term subject matter experts in data and statistics, IT and public administration fields to support GoE efforts to build and improve its capacity to manage and evaluate governance reform efforts

Management Information Systems Specialist Key Qualifications:

• Extensive experience related to monitoring data-driven performance management information systems for public sector functions, preferably related to governance, is required
• Master’s degree in public administration or related field required, with academic specializations and related experience in data management, economic and governance indicators, survey design and analysis are preferred
