Chief of Party, Resilience Learning Activity Full Time

ACDI/VOCA is promptly seeking a Chief of Party for the Resilience Learning Activity funded by USAID under Kenya Leader with Associate Awards agreement. The Activity will build capacity of indigenous institutions to enable growth and well-being outcomes to be sustained in the face of shocks and stresses common to the drylands of the Horn of Africa. This will be achieved through rigorous capacity analyses of local organizations, facilitated learning for adaptive management and improved knowledge management and strategic communications. This 5-year activity will span across Democratic Republic of Congo, Kenya, Ethiopia, South Sudan, Uganda and Somalia and will start in September 2019.

The Chief of Party will oversee all technical, administrative and financial functions of award implementation. The position is based in Nairobi, Kenya.

Responsibilities:

• Provide overall leadership and technical direction for the activity, including leading the strategic planning, implementation and reporting.
• Spearhead strategy development and utilize managerial tools and frameworks to improve the ability of the team to successfully and sustainably achieve activity goals.
• Use a market-led, facilitation-based, locally-driven and adaptive management approach to activity implementation.
• Oversee the implementation of the work plan, and track progress towards core indicators and learning objectives.
• Serve as the principal liaison with the LWA COP, USAID staff, government partners, and local organizations to secure commitment and ensure open dialogue that benefits the activity goals.
• Oversee program administration, human resources management, budget pipeline, and finances, ensuring compliance with USAID and ACDI/VOCA policies and procedures.
• Engage, coordinate, and collaborate with other development partners, donor community and implementing institutions active in the region.

Qualifications:

• Advanced degree in economics, business, agriculture, development studies, international relations, or related field.
• Minimum 7 years in international development; demonstrated senior managerial experience as a chief of party, country director, deputy chief of party or a team leader of learning, monitoring and evaluation or development activities.
• Proven expertise in resilience, food security, livelihoods programming.
• Demonstrated ability to build collaboration across activities, develop and communicate a common vision to partners from different nationalities and cultural backgrounds.
• Proven experience implementing learning and adaptive management across interventions.
• Profound understanding of best practice private sector-led market system implementation, analysis, organizational learning, knowledge management, and communications.
• Demonstrated experience and commitment to local solutions and capacity building of local institutions and NGOs.
• Thorough understanding of USAID practices, policies and procedures.
• Superb interpersonal, written and verbal communication skills.
• Fluent language skills in English.
