Disaster Risk Reduction and Mitigation Consultant, Burkina Faso
ACDI/VOCA is seeking a Disaster Risk Reduction and Mitigation Consultant to work on the USAID-Food for Peace-funded ViMPlus Activity. ViMPlus is part of USAID’s Resilience in Sahel Enhanced II (RISE 2) Initiative, targeting eleven communes in Centre Nord: Rollo, Bourzanga, Namissiguima, Dablo, Barsalogho, Pensa, Pissila, Boroum, Nagbingou,Yalgo, and Tougouri.
This assignment is anticipated to be conducted from the ViMPlus offices in Ouagadougou and Kaya, Burkina Faso with possible travel to remote areas of Centre Nord. The assignment will require approximately 16 level-of-effort days between June 20 and July 6 2019. The consultant will report to the Chief of Party and Program Manager.
Responsibilities
- Travel to Burkina Faso to work with the ViMPlus team to review the proposed DRR/DRM interventions from the proposal document.
- Lead training in DRM/DRR approach/tools for ViMPlus staff, with DCOP Technical and DRR Specialist.
- Adapt proposed DRR/DRM interventions to the evolving context in Centre Nord, specifically in coordination with proposed resource transfers to IDPs and host communities. This should be undertaken in close collaboration with the DCOP Technical, DRR Specialist, Resource Transfer Specialist and Governance Consultant.
- Provide recommendations for DRR/DRM interventions for IDP and host communities and in areas that are more stable.
- In collaboration with the DRR Specialist and DCOP Technical, develop a clear roadmap and provide necessary resource materials to ensure effective implementation of DRR/DRM interventions.
Qualifications
- Master’s degree in international development, public administration, agriculture or other related areas.
- Equivalent of 5 years’ experience working in the design and management of disaster risk reduction and food security programs.
- In-depth knowledge of disaster risk reduction/mitigation tools, particularly those aimed at community and local levels.
- Experience working in post-conflict/disaster environments, particularly with displaced populations.
- Familiarity with USAID emergency programming under Office of Foreign Disaster Assistance or Food for Peace.
- Fluent French required.
