Org. Setting and Reporting
The Senior Coordination Officer is based in Goma and will lead the Comprehensive Approach Coordination Unit. The position will report to the Mission Chief of Staff.
The Comprehensive Approach Coordination Unit is a newly established unit intended coordinate and support the implementation of the Comprehensive Approach at the strategic, operational and tactical levels. The Unit will primarily support the Mission Leadership Team (MLT) in the development of integrated and targeted strategies to neutralise armed groups, address conflict and protect civilians. The Unit will also support, monitor and follow-up on the implementation of these strategic priorities set by the MLT, recommend adjustments or identify areas of weakness. The Unit will also support the development of operational plans flowing from the strategies through the Joint Operational Planning Team (JOPT), led by the DSRSG Operations and Rol, as well as work with Field Offices on implementation and monitoring.
Responsibilities
Within delegated authority the Senior Coordination Officer is responsible for the following duties:
Analysis, Advice, and Reporting:
– Fosters positive relationships with Government counterparts and advises the mission leadership on identifying priority areas for support for approaches to address protection of civilians concerns; – Identifies and analyzes pertinent developments, issues and challenges for the Comprehensive Approach Coordination Unit and the mission;
– Provides up-to-date analysis and advice to the mission’s senior leadership on political, security, economic, social, human rights and humanitarian trends related to the protection of civilians;
– Working closely with all mission components, develops the integrated, targeted strategies for the implementation of the mission mandate in relation to its protection of civilians aspects for review and endorsement by the MLT and, in particular, relating to military or civic engagement initiatives, community-level engagement and mediation, military operations where applicable, human rights investigation and the fight against impunity and actions to be taken to ensure effective communication;
– Monitors, evaluates and reports on outcomes of programmes and initiatives;
Partnerships, Planning and Programming:
– Develops and maintains strategic partnerships with Agency representatives, UN Colleagues, Government counterparts of all levels, bilateral and multilateral donors, private sector, and civil society;
– Supports the development of a resource mobilization strategy; provides strategic advice on additional resources required to implement programs and projects; Analyzes traditional and non-traditional donor priorities and identifies funding opportunities;
– Provides substantial and practical support to related activities, meetings and events;
– Monitors and evaluates actions implemented through these frameworks;
– Advises the mission leadership on potential areas or issues for common UN approaches and in the development of proposals/actions for enhancing cooperation and coordination;
– Supports coherence initiatives and facilitates alignment of the mission’s activities and programming with government priorities and programmes;
– Interacts closely with other sections of the mission in the production of briefings, background notes, talking points, code cables, media statements and speeches related to the work of the Unit; –
– Coordinates and prepares agendas alerting the mission leadership to pending issues; prepares records and conclusions and ensures appropriate follow up:
– Represents the Comprehensive Approach Coordination Unit in meetings with external partners, ensuring feedback is adequately reported and reflected in the work of the Unit;
– Identifies and recommends actions for enhancing intramission and interagency coordination and initiate their implementation;
– Provides guidance on United Nations policies and procedures.
Information Management and Strategic Communication:
– Ensures that advice and information on cross-cutting issues is coordinated with all relevant components of the mission;
– Ensures effective functioning of coherent communications structures and systems;
– Maintains an effective system of information management designed to guarantee accessibility and utility of information on the activities of the Comprehensive Approach Coordination Unit ;
– Promotes and facilitates the flow of information between stakeholders.
– Promotes coherence in communication strategies among mission components and with external partners;
– Oversees the implementation of knowledge management approaches, such as after-action reviews.
Management:
– Oversees the day to day operations of the Comprehensive Approach Coordination Unit;
– Formulates and manages the implementation of the programme of work of the Unit;
– Supervises, mentors, and evaluates staff; Coordinates all activities emanating from the Unit, sets priorities, supervises and ensures follow-up and feedback;
– Represents the Unit in official functions, as required.
Performs other duties as required.

Education
Advanced university degree (Master’s or Equivalent) in social sciences, political science, international studies, or a related field is required. A first level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of ten (10) years of progressively responsible professional experience with international organizations in humanitarian, post-conflict, development contexts, or related field is required. At least three years of experience working in a UN field operation – or similar multi-lateral or non-governmental organization – in a conflict or post-conflict setting is required. Experience in developing, implementing and coordinating complex strategies with UN or other partners is required. Experience in Protection of Civilians or conflict resolution or related area is required. Experience managing a team is required. Experience in or working closely with national or international military forces is desirable. Previous experience in Africa is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required; working knowledge of French is required, while fluency in French is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
