Chief of Party, Egypt Economic Governance

This position is for a $25-$50 million dollar, 5-year project based in Cairo, Egypt. The Chief of Party is the leader of the team, responsible for overall implementation, results and management. It is his/her responsibility to guide and/or redirect the focus of individual tasks of the activity to achieve the results in response to rapidly changing conditions or opportunities. S/he is the team’s chief interlocutor with USAID and is responsible for establishing and maintaining constructive working relationships with stakeholders spanning in the public and private sector in Egypt and with other development partners and USAID implementers. The COP is the final authority for the contractor on management issues including staff, logistics, financial accounting, and security, in cooperation with the home office.

Responsibilities:

• Set strategic direction across E-GDP II Activity Results and task Deputy COP and technical leads with designing specific implementation plans to achieve overall project objectives

• Produce annual and activity work plans as set forth in the project design, contract and deliverables schedule
• Provide technical and intellectual direction and leadership
• Provide in-depth technical leadership in all technical areas as required to achieve E-GDP II objectives
• Manage, lead and oversee all staff, consultants and subcontractors in achieving project results
• Oversee all financial and administrative matters
• Oversee the development, production, and submission of all project deliverables
• Oversee development and implementation of Monitoring and Evaluating Plan
• Provide timely and accurate reporting to USAID on all program areas
• Present findings in both written and oral presentations as required
• Coordinate program activities with other donors
• Liaise with DAI home office on program technical progress and overall management as needed

Qualifications

• At least 10 years of international development work experience (the bulk of which should be within developing countries) with increasing responsibility, at least 5 years of which included a focus on public administration; service delivery especially through e-governance; and public-sector transparency and accountability.
• Experience managing field-based global programs in Egypt or similar development contexts
• Demonstrated ability to successfully lead and manage challenging and complex projects that engage a variety of public and private sector institutions and stakeholders
• Demonstrated ability to work on successful institutional reform processes that also engage private sector investors
• Exceptional leadership, interpersonal, technical and analytical skills, including an ability to interact effectively with government counterparts and local organizations

Language requirements are as follows:

• English level IV (Fluent) required
• Some Arabic is preferred
