Base Manager – Algeria

About the job

The Tindouf Base Manager is the most senior DRC staff in Algeria, is responsible for the overall operational and programmatic planning, reporting, and implementation to enable DRC to achieve its objectives through appropriate integrated programme approaches and activities. Your main duties and responsibilities will be:

Representation, Fundraising and External Coordination

• Lead the programme fundraising with identified partners (UNHCR, EU) and other donors, participate in donor meetings and joint monitoring exercises organized by donors, in addition to conducting field visits with them (when relevant);
• Strengthen the liaison with key stakeholders in the livelihood sector and represent DRC before local authorities, UN agencies, Donors and NGOs;
• Liaise with HoP and CD for Maghreb ensuring that quality project reports are submitted, internally and externally;

Programme Management

• Responsible for programme implementation by ensuring that adequate resources are allocated to the programmes, in terms of human resources, logistics, supplies and equipment, and alerts support functions when shortages are forecasted;
• Review the programme strategy as needed (at least on a 6 month-basis), and organise with the support of the field team a national 6-month work plan based upon the programme strategy;
• Supervise, mentor and capacity build field staff;
• Closely liaise with the Tunis-based Country Director for Maghreb ensuring Algeria remains in line with Maghreb and North Africa programme strategy;

Operations Management

• Supervise finance, admin, HR, procurement and logistics of the Algeria operations, ensuring that expenditure is compliant with DRC procedures, donors’ regulation and national legislation;
• Closely liaises with the Head of Support Services Maghreb for Maghreb on the programme’s financial management (validating overall financial planning and follow up);

Safety Management

• Review on regular basis the safety situation in the different areas of operations and adjust programming accordingly if/when needed, in consultation with the Safety Advisor for Maghreb and the Maghreb Country Director.

About you

To be successful in this role we expect you to have at least 5 years of international experience in an INGO Senior Management Position. Moreover, we also expect the following:

Required

• A master’s degree in a relevant field or a post graduate qualification in management;
• Experience working within an INGO and preferably previous DRC experience at senior level;
• Experience working in multi-cultural work settings;
• Ability to work in remote areas and challenging context;
• Spoken and written English is essential
• Fluent in Spanish, and/or Arabic is highly recommended.

Desirable

• Experience working within the MENA region;
• At least 3 years of livelihood-focused programme design and management;
• At least 2 years of experience in complex protracted camp settings;
• Experience working with UNHCR, EU and WFP guidelines;
• Experience dealing with national partners and local/government authorities;
• French is an advantage
