Mr. Hussain Jarwar have 19 years’ experience of community Development and Humanitarian porgramme since 2000.
He has diversified work experience with agrarian, Fishing, farming, labor, Youth, Transgender, Minorities, Person with disabilities, Journalists, Bloggers, Academia, Parliamentarians, CSOs, Media, Chamber of commerce, Private sector and Women groups during working with Indus Consortium, Pakistan Fisherfolk Forum, LEAD Pakistan, PAIMAN Alumni Trust Fund and PATTAN Development Organization. He is currently Chief Executive Officer with Indus Consortium, an umbrella organization of 50 CSOs of Pakistan since seven years.
Over the 19 years’ work experience, he has Managed emergency response of Cyclone, Riverine floods, flash floods, droughts, earthquakes in Pakistan followed by Rescue, Relief, Early Recovery, Rehabilitation and Development phases. He has been implementing DRR, School safety, livelihoods, Employability and Entrepreneurship, Climate change, Tax Justice, Privet sector engagement, Irrigation water governance, WASH, Education related long term, multi partner and Multi province Programme and Projects.
He has rich experience of Strategic planning, Porgramme Development, Implementation, Management, team building, Distance management, Donor relations, Compliances and Partner’s professional relationships; Capacity building, Research and MEAL.
He has successfully implemented various campaigns and influencing related work on climate change, Tax Justice, Inequality, save food fight hunger, Beat plastic pollution, Sastti Dewai Health campaign, Plantation campaign, Save Mangrove forest, Coastal pollution, Stop deep sea fishing, Keep River free and Save Indus Delta, Abolition of contract system on inland water bodies, health hygiene related National campaigns in Pakistan and Transboundry and food security global campaigns as well.
He remained the focal person of world forum of the Fisher People (WFFP) a Global network of small scale fisherfolk for three years, participated in global meetings and organized fifth General assembly of WFFP in 2011 in Pakistan. Arranged resources, supported international delegates from 35 countries for visa process and logistic arrangements.
He has been representing respective organizations in various international conferences, workshops, training and Fellowships in Asia, Europe, Africa and USA. He is an Alumni of State Department of USA under International visitor’s leadership Programme on equal rights for citizens in 2011. He is certified trainer on FDRM course organized by ADPC Thailand in 2008. He has participated in Finance for Development conference on SDGs Organized by UN at Addis Ababa, Ethiopia in July 2015.
He has conducted trainings on DRR, school safety, WASH, Irrigation water governance, Right based approach, influencing, Human rights, CBDRM, Climate change, HAP, safeguarding, Tax Justice, election rules and processes , School Improvement plan and grant, Farmers field training school, local bodies and citizen’s budget.
He has more than 12 years’ experience of Management positions, five years as General Manager at PFF and seven years’ experience of CEO at IC. He has managed diverse team of 17 Managers, 22 projects with 30 Donors.
He has done Bachelors in statistics, Master in sociology and currently doing MPHIL in IDS. He is free launce writer, written more than hundred articles, columns, blogs, travelogues, Profiles, Book reviews.

Successfully Designed and Implemented more than 20 projects, campaigns on climate change, employability and entrepreneurship, Tax Justice, WASH, Irrigation water Governance, SDGs, women voter registration, ICT. Ensured donor and government compliances, fundraising for ongoing programmes, day to bay Management of organization, partner’s relations, field implementation.
Successfully influenced provincial climate change policy of Punjab and Budget advocacy in the context of small farmers and women farmers. Mobilized small farmers, women farmers, engaged major public universities, journalists through District Forums and Provincial forums. Created direct engagement with policy makers, parliamentarian, and Public institutions and successfully incorporated recommendations of growers in the draft climate change policy document and increased in climate change allocations and utilizations in the Budget.
Successfully created three women enterprises in fishing and agriculture sector for entrepreneurship, created 75 women enterpenures and registered with local authorities, developed linkages with private sector and ensured sustainability.
Facilitated youth network on youth employability and entrepreneurship, build capacities, strengthen CDC of BZU Multan, provided competence based grants to youth entrepreneurs and ensure sustainability. Engaged youth in influencing work on Punjab youth policy, engaged local parliamentarian, collected suggestions, developed linkages with youth and sports ministry of Punjab and incorporated youth perspective in Punjab youth policy. Supported youth for job placement and 250 youth successfully employed at Multan and Muzafergarh.
Facilitated tail end farmers of Rangpur Canal, Dajjal Canal in Punjab and Akram wah in Badin for formation of tail end farmer’s alliances, build capacities on irrigation acts, developed linkages with SIDA, PIDA and journalists. Provided platforms of provincial policy dialogues on water issues of tail end famers to share their issues challenges with relevant departments and enhance the provincial water cooperation among Sindh and Punjab.
Facilitated for the formation of tax Justice Coalition of 50 NGOs of Pakistan, build their capacities on poor centric fiscal policies and tax system. Engaged 30 public and private universities for tax awareness through film making on different themes. Successfully influenced the election manifesto of mainstream political parties during national elections 2018.
Mobilized women 20000 women voters of Badin and Sijawal, facilitated them to get their CNIC from NADRA and register as voter for election 2018. 15000 women has been registered as voters successfully.
General Manager
Pakistan Fisherflok Forum——– Feb 2008-August 2012
PFF is one of the largest social movement of fishing communities of Pakistan, having 60000 membership through community based units across the Pakistan. Headed overall Management, planning and implementation of PFF Programmes. Designed more than 50 long-term Projects, Porgrammes on resilient livelihoods, DRR, Humanitarian response and organizational strengths of community forums. Designed programme on institutional strengths of 120 community based organizational units of PFF along 1100 km long costal line of Sindh and Baluchistan and 1000 inland water bodies of Pakistan. Capacitated them for efficient organizational management, influencing work, enterprise development.
Facilitated PFF for the movement on abolition of contract system on inland water bodies of Sindh, mobilized, organized them for engagement with policy makers, mainstream political parties, media, and academia and fisheries departments. After successful engagement Sindh assembly abolished contract system on inland water bodies and accepted right to fishing for fisherfolk through provision of fishing licence. Sindh is only province where contract system has been abolished but rest of all provinces have contract system and fisherfolk are of deprived from right to fishing.
Fisherfolk is part of world forum of fisher people (WFFP) an international network of small scale fisherfolk of the world having presence from 50 countries of the world. Mr Hussain remained focal person with WFFP and assisted Global General sectary of the WFFP for three years. Organized 5th Global Fishers assembly in Pakistan participated 35 countries of the world. Being event coordinator he Facilitated 32 international delegates for visa, logistic arrangements, fundraising and preparation for 5 days event.
Designed and implemented influencing and campaigning on abolition of contract system on inland water bodies, Keep River free Movement, Peace campaign, Peasant’s rights, Debt cancellation, climate change, climate debt: Environment and protection of Mangrove forests, Left bank outfall drains, Right Bank outfall drains, save Manchar Lake and Regional campaign on Trans boundary (detained fishermen).
Headed more than 400 staff members including 17 Managers, 17 Project offices, liaison with 22 donors under different programs across Pakistan.
Developed 5 year strategic plan of PFF and headed emergency responses of Cyclone PHET 2007, flood 2010, rain flood, 2011, earthquakes 2008 Baluchistan. PFF was only community based organizations who had supported government rescue efforts and rescued around one million communities from islands during cyclone and flood victims from different areas through 100 community and WFP boats across the Sindh and Baluchistan during flood 2010 and 2011. Facilitated large number of disaster survivors for shelter, food, education, health, protection during response phase and carry on activities for relief, early recovery, rehabilitation and relief activities.
Successfully completed livelihoods projects for fisherfolk through capacity building, hygiene promotion, provision of equipment’s for catch preservation, provided fishing boats, environment friendly nets. Due to this efforts Pakistan was listed in EU export of fish which was previously delisted due to hygienic problem during fishing process. This was great contribution to the GDP of the country.

Developed Household module on Hygiene promotion for rural communities of Thatta with the special focus of women. Promoted hygiene promotion through sessions, mock exercises, walks, awareness campaigns and activities. These communities were living in coastal area of Thatta Districts of Sindh Pakistan. Promoted DRR concepts how to be safe during disaster situations.
Supported team for farmer’s field training schools on agriculture and livestock. Promoted Environment related activities through sessions on safe environment, personal hygiene, and environmental hygiene and introduced environment friendly smoke free stoves for communities. Fifteen villages of the Project areas have successfully replicated smoke free stoves in their houses. Facilitated coastal communities during seasonal migration in each of the year due to changing weather.
Conducted hygiene promotion sessions and successful campaign with schools.

Conducted training session for more than 100 SMCs of district both Districts to enhance their knowledge about SMC, its organizational Management, core competencies, record keeping and decision making.
Supported schools for the provision of learning kit for every child to create interest of students in education and promote conducive learning environment through modern tools and equipment.
Facilitated the process for the development of school improvement plan (SIP) through interactive sessions of SMC members to identify the needs of schools, mapping of existing and required resources with community contribution. The plans sent SIP committee for approval headed by education head of the district.
Facilitated the SMC for the implementation of grants as per agreed TORs and agreements with ESRA committee, provided the technical assistance and documentation of the grant process and financial record keeping.
