RE: APPLICATION FOR MEAL OFFICER POSITION

I am writing to express my interest in the position of MEAL Officer at HEKS/EPER. I bring practical experience in monitoring, evaluation, accountability, and learning processes, alongside strong competencies in compliance monitoring, social inclusion assessments, vulnerability analysis, stakeholder engagement, and rights-based programming gained through my work with the Equal Opportunities Commission as an External Resource Person.

I have actively contributed to field-based monitoring and evaluation activities, including conducting assessments to evaluate compliance with equal opportunity and social protection standards across government programmes. This involved identifying exclusion risks affecting vulnerable populations, analyzing service delivery gaps, and generating evidence-based recommendations to strengthen inclusive and accountable service delivery systems which directly aligning with MEAL system strengthening and adaptive programming requirements.

I have also been engaged in data collection, validation, analysis, and reporting, ensuring accuracy and quality in documentation and contributing to analytical reports used for decision-making. My experience includes participation in stakeholder validation meetings, supporting accountability processes, and engaging local governments and implementing partners to promote transparency and responsiveness to community needs.

Additionally, I have handled sensitive community issues involving marginalization, discrimination, and access to services, ensuring confidentiality, safeguarding, and ethical data handling, which aligns with safeguarding, PSEA, and accountability standards required for this role.

Through this experience, I have developed strong competencies in:

Designing and supporting monitoring and evaluation processes and tools.
Conducting qualitative and quantitative data collection and analysis.
Strengthening accountability mechanisms, including community feedback systems.
Preparing technical reports, learning briefs, and evidence-based recommendations.
I am particularly motivated to contribute to HEKS/EPER’s mission of promoting dignity, inclusion, and accountability through strong MEAL systems, and I am confident that my background and skills will support effective programme implementation.

    Duties and Responsibilities
    • Provide technical support to the Assessment team.
    • Application of computer-based information management system of Equal Opportunities Commission called GEMIS (Gender and Equity Management Information System). This system enables you to modernize data and produce reports.
    • Keep track of progress and delays of all assigned assessment. Ensure that delays or identified challenges for specific assessments are reported in writing and orally in a timely manner.
    • Ensure relevant stakeholders and partners are engaged in design and planning.
    • Under the direction of Equal Opportunities Commission and in close coordination with the Consortium, engage in the dissemination of monitoring, targeted e-mails, presentations, meetings, etc., with partners as appropriate, and in line with EOC Dissemination and External Communication Guidelines.
    • Participate in report writing exercises for Assessments of Programs at National and Local Government Levels.

    Duties and responsibilities.
    Dialogues with districts to create awareness on business and human rights in Albertine (Hoima, Kiryandongo, Masindi and Bulliisa).

    Conduct Mobile Legel Clinics in the three regions and this was done through legal awareness sessions on business and human rights to different communities.
    Provision of Legal Aid Services: The activity offered free legal advice, guidance, and referrals to community members.
    Documentation of Complaints: The activity systematically documented legal, human rights, and equal opportunity concerns raised by community members, with the aim of facilitating follow-up.
