Chemonics International Inc, a U.S. based international development consulting firm, seeks a Regional Monitoring, Evaluation, and Learning (MEL) Coordinator – Rukwa for the USAID Lishe (Nutrition) project. The five-year project aims to strengthen health and food market systems that promote the adoption of optimal nutrition-related behaviors across a range of stakeholders in targeted regions in Tanzania. We are seeking individuals who have a passion for making a difference in the lives of people around the world. This long-term position will be based in Sumbawanga, Tanzania.
The Regional MEL Coordinator – Rukwa will play a crucial role in supporting MEL and Collaborating, Learning, and Adapting (CLA) initiatives within the Lishe focus region of Rukwa. As the coordinator, they will provide guidance and support to regional technical coordinators, ensuring effective data collection and the implementation of MEL and CLA systems and practices. They will be responsible for standardizing appropriate methods for data collection and ensuring that the indicators and results are reported per the USAID Lishe (Nutrition) Project MEL plan. They will organize and implement data collection and tracking tools for survey data, results, and progress information; conduct regular data quality assessments; integrate CLA principles throughout implementation; and collect lessons learned and success stories during project implementation. The Regional MEL Coordinator – Rukwa will be supervised by the MEL/CLA Manager in the Dar es Salaam.
Key Responsibilities:
- Organize and implement data collection and tracking tools for survey data, results, and progress information (in coordination with regional technical staff) in the region.
- Support data collection in the region to capture activity performance results.
- Ensure MEL files are maintained and organized, and that data is entered into the activity MEL system.
- Support partners and other key stakeholders to review, interpret, and formulate practical implications of data and evidence.
- Assist with the implementation of the USAID Lishe (Nutrition) Project’s knowledge and learning plan and Activity Monitoring, Evaluation, and Learning Plan (AMELP).
- Create and organize the reporting and documentation required by the AMELP at the regional level.
- In collaboration with the MEL/CLA Manager, conduct data quality assessments on a regular basis to ensure data is accurate and complete.
- Integrate CLA principles throughout implementation to promote learning and build the MEL and CLA capacity of the project’s consortium and stakeholders through training and knowledge transfer.
- Facilitate pause and reflection sessions by sharing data analytics/knowledge/information collected from the field.
- Support the collection of lessons learned and success stories during project implementation in conjunction with activity leadership, helping the USAID Lishe (Nutrition) Project team learn from its data.
- Act as the MEL/CLA/knowledge management point of contact at the regional level.
QUALIFICATIONS:
- Bachelor’s degree in economics, statistics, development studies, monitoring and evaluation, or relevant area
- Eight years of experience in monitoring and evaluation at the local level, especially in the areas of nutrition and health/food systems, WASH, and nutrition governance.
- Knowledge of M&E concepts and tools, knowledge of statistical software (SPSS, GIS Mapping, etc.), preferred
- Demonstrated knowledge of USAID MEL requirements and reporting protocols
- Experience in development and implementation of learning agendas, Including knowledge management and documentation learning.
- Demonstrated ability to work productively within a team.
- Possess excellent organizational and multi-tasking skills.
- Excellent interpersonal and communications skills, with demonstrated diplomacy and the ability to communicate effectively in a cross-cultural environment.
- Computer skills including strong knowledge of Microsoft Office applications and relevant MEL tool.
- Excellent written and verbal communications skills in English.
