About the Opportunity

The South Sudan Supply Chain and Operations Manager will play a pivotal role in coordinating with various stakeholders, including government authorities, state HAC, security agencies, and conflicting parties, to ensure the seamless implementation of projects and the timely delivery of supplies to field locations.

Your Responsibilities

This role includes the following responsibilities:

Overall Supply Chain and Operations Management:

• Coordinate and oversee all program logistics, ensuring strict adherence to RI’s procedures, guidelines, and policies for managing facilities, vehicle fleets, warehouses, communication systems, emergency preparedness, IT, and assets.
• Ensure that RI’s minimum logistics, procurement, IT procedures, and country policies are understood and applied across the area program, providing briefings and training to relevant staff as needed.
• Contribute to the development and implementation of the country strategy as part of the extended Country Senior Management Team.
• Support country and area SCO teams and the program team in developing the operational components of project plans and budgets.
• Develop the annual field operations strategy and implementation plan for logistics teams.
• Collaborate closely with the Program team, sharing information on assessments and proposed interventions, and providing logistics overviews for project proposals and subsequent projects.
• Ensure field offices report to the Country Office using the same operational standards and systems, ensuring compliance with RI’s country, institutional, and audit policies.

Team Coordination

• Serve as a member of the Country Senior Management Team under the Country Director’s leadership, contributing to action planning, strategy development, problem-solving, and providing reports on operations department activities.
• Oversee international procurements, including legal requirements for importing supplies, in coordination with the International Procurement Unit.
• Establish and maintain relationships with suppliers and other stakeholders, representing RI at external logistics forums, such as the Logistics Cluster.
• Ensure integration of all operations department activities (Procurement, Logistics, and IT) with the Programs Management teams to align operational aspects with RI’s mission and ensure the implementation of high-quality programming and optimal living and working conditions.

Procurement

• Ensure all procurement is in line with RI’s and donor policies and procedures.
• In the event of any changes to procurement policies, ensure they are communicated promptly and that all relevant staff are trained and competent.
• Ensure that local, national, and international procurement practices comply with donor rules and regulations.
• Participate in mobilization efforts and meetings for new projects and project extensions.
• Support Project Managers in the preparation and finalization of Procurement Plans as part of the Project Implementation Tool (PIT) for all grants.
• Monitor market trends, initiate market surveys, and stay updated on industry developments and emerging technologies to drive innovation and improvement.
• Centralize the program supply chain by setting up effective order management systems, including preferred (prequalified) suppliers. Where the market allows, establish and implement Framework Agreements for key supplies and services.
• Lead all international procurements, especially for medical commodities, ensuring compliance with donor and RI policies and regulations.
• Ensure the supply chain is appropriate and cost-effective, based on budget, market conditions, infrastructure, the nature of RI programs, and the need for timely delivery.
• Lead the preparation of the Country procurement and sourcing strategies for non-medical supplies and services, and, with support from RSO/GSO, develop sourcing strategies for medical commodities.

Warehouse and Stock Management

• Support the warehouse team to ensure procedures, systems, and reporting are in place for effective storage and distribution of stocks.
• Ensure stock management systems are implemented and that all key staff understand and adhere to policies.
• Monitor project stock levels and advise on appropriate stocking and replenishment to meet project demands.
• Oversee the management of medical commodities, non-medical items, and all GIKs, ensuring that minimum standards are followed in reception, storage, dispatch, and transportation.
• Ensure warehouse security, proper management, and documentation for accountability purposes.
• Improve the accuracy of reporting and tracking databases for both medical commodities and non-medical items.
• Ensure regular rotation of stocks, particularly medical items, to minimize losses due to expiration.
• Ensure efficient coordination and timely delivery of supplies to projects.
• Assist in preparing analysis and reports on inventory tracking, movements, etc.
• Oversee routine physical stock counts, document discrepancies, and report losses to finance.
• Lead the year-end stock count process and generate the final year-end stock count report.
• Ensure receipt and reconciliation of all stocks transferred from the warehouse to other RI locations.

Asset Management

• Maintain a centralized asset register and implement an automated asset tracker to ensure all office and program assets are tracked.
• Ensure all assets are assigned a unique RI asset number and ID tag, and are tracked for reporting and accountability purposes.
• Effectively manage assets and property, regularly update the asset list, and ensure proper disposal in accordance with RI and donor regulations.
• Conduct annual (or biannual) physical asset verifications, report any findings, damages, or losses immediately.
• Ensure timely completion and submission of donor asset reports to the Finance/Program Grants departments as required.

Transport, Travel & Fleet

• Ensure vehicle/fleet management follows RI standards, with proper allocation and safe use across the program.
• Implement and adhere to servicing and maintenance schedules.
• Ensure vehicle management is cost-efficient and reliable.
• Establish systems to effectively plan, coordinate, and monitor staff travel by road or air (national or international).
• Optimize inventory levels to reduce carrying costs.

Staff Management:

• Proactively develop the skills of RI staff to understand and utilize appropriate tools and services to design and implement quality programming.
• Visit Field offices on regular bases and work with field staff to identify operational needs and ensure that issues are raised with CD, Department leads and other staff, as needed, to ensure they are included in new budget development.
• Design and implement capacity-building opportunities to strengthen the capacity of RI Operations staff.
• Provide feedback through regular performance evaluations and ensure staff is held accountable in accordance with the RI Human Resource policies.

Other

• Working with Security, make sure the practical and effective implementation of the country security guidelines are in place for all logistics activities.
• Monitor appropriate sections of the budget(s). Review Budget vs. Actual expenditure reports and give feedback to CD and other key staff as agreed.
• Review monthly Logistics’ reports and give feed-back to all operations staff, Department Managers and other key staff as needed.
• Work in close collaboration with other members of the RI team; sharing information on the assessments and proposed interventions, providing overviews of logistics requirements for the development of project proposals and subsequent projects.
• Liaise with government, UN and other agencies as necessary.
• Comply with all relevant RI policies and procedures with respect to child protection, health and safety, equal opportunities and other relevant policies.

About You

You will bring the following experience and skills.

• Dynamic individual with a proven ability to deliver results in a fast-paced, demanding environment.
• University degree required; Master’s degree in Business Administration or a related field (Supply Chain/Logistics Management) preferred.
• Previous INGO experience in staff management, logistics, finance, and project management, with experience in security and risk management in volatile contexts.
• Experience working with the following donors: USAID, BPRM, UNHCR/UNICEF, and ECHO, and knowledge of donor guidelines.
• Strong knowledge of practical supply chain procedures and maintaining supply pipelines in areas with weak infrastructure.
• Experience with NFI, food, primary health care, and WASH programming; experience with CASH programming is a plus.
