ORGANIZATIONAL CONTEXT
Church World Service is a faith-based organization transforming communities around the globe through just and sustainable responses to hunger, poverty, displacement and disaster. CWS has the following core programs or thematic areas; Water Hygiene and Sanitation; Food Security and Sustainable Livelihoods; Emergency Response and Disaster Risk Reduction; Climate Change Adaptation and Resilience, Gender Equality, Protection and Refugee Self Reliance as well as Refugee Resettlement. which help in strategically achieving its mission in Africa:
PROJECT CONTEXT
CWS is currently implementing an Early Recovery, Food Security, Livelihood and Resilience project in Ngurunit, Marsabit County supported by the Primates World Relief and Development Fund and Canadian Food Grains Bank (CFGB). Having worked in Marsabit for the past three years, CWS conducted a gender assessment that revealed prevalent forms of gender-based violence (GBV) against women and girls. The most common forms identified were intimate partner violence, forced or opportunistic early marriage, and female genital mutilation (FGM).
The assessment indicated that both men and women are generally aware that most forms of GBV are prohibited under Kenyan law and subject to punitive penalties.
To address these challenges and align with CFGB and CWS Gender Policies this project needs to be gender transformative as much as possible. For this project CWS plans to use ‘Transforming Masculinities (TM)’ approach to implement all the gender component activities. CWS seeks to conduct a comprehensive gender analysis to inform context-specific programmatic and advocacy interventions. The analysis aims to identify the root causes of gender and social inequalities, providing a foundation for developing gender transformative practices that do not harm women, girls’ men and boys. The findings will guide training on gender transformative practices that uphold community values while safeguarding the well-being of all members.
Gender Analysis
The Gender Expert will conduct a comprehensive gender analysis to ensure effective gender mainstreaming in the project’s design and implementation. Working under the direct supervision and guidance of the Program Manager and in close collaboration with the Country Representative, the M&E Expert, and organization-wide Gender staff, the Gender Expert will be responsible for the following tasks outlined in the table below.
During the assignment period, the Gender Expert will conduct a comprehensive gender analysis to ensure effective gender mainstreaming in the project’s design and implementation. Working under the direct supervision and guidance of the Program Manager and in close collaboration with the Country Representative, the M&E Expert, and organization-wide Gender staff, the Gender Expert will be responsible for the following tasks
Review relevant CWS documents on the requirements for gender mainstreaming, including policies from CFGB, CWS, the UN, and the IASC on Gender Equality and the Empowerment of Women, Tearfund transforming masculinities approach – In-depth Gender Analysis is conducted (10 days field based)
Conduct a detailed gender analysis following relevant guides to gender mainstreaming. Focus particularly on gender issues in the intervention area or region, such as: Gender division of Labor, access to and control of resources and technologies, women’s and men’s needs and preferences, opportunities for and constraints on women’s participation
Assess and identify potential gender-differentiated impacts of the project – Impacts and risk are identified
Identify government agencies, NGOs, community-based organizations (CBOs), and women’s associations or groups in Marsabit that focus on gender-related issues, specifying their areas of intervention. Evaluate their capacity to contribute effectively during the project’s preparation and implementation phases
Develop a gender action plan based on the findings of the gender analysis, identifying opportunities and entry points for integrating gender considerations into the project. The plan should align with the project’s logical framework (log frame) and include Gender-specific project components, Gender-responsive targets and indicators, Timelines for implementation, Assigned responsibilities for key stakeholders, Implementation arrangements to ensure effective integration of gender mainstreaming
Provide detailed cost estimates for implementing the Plan of Action for Gender Mainstreaming, ensuring that all components are accurately budgeted and aligned with the project’s objectives
Integrate relevant gender components from the Plan of Action for Gender Mainstreaming into the project document, ensuring they are clearly outlined and include detailed cost estimates for their implementation
MINIMUM REQUIREMENTS
Education:
The Gender Expert should have a postgraduate university degree in Social Science, Gender Studies and Development or other relevant discipline, preferably with a specialization in gender and project cycle management.
